Before and after the third Plenary session of the 18th CPC Central Committee and the Central Rural work Conference, the upsurge of land system reform is surging in various places: the transfer, leasing, shareholding and comprehensive development and utilization of rural commercial construction land; contracted land management rights mortgage, guarantee and transfer trust, scale operation; homestead mortgage, guarantee, transfer; farmers can get more land value-added income in the process of land expropriation. A series of explorations and experiments with breakthrough and reference significance have opened the curtain of a new round of land reform, aiming to break through the realistic bottleneck, protect and develop farmers' land distribution rights and interests, and let farmers obtain more development rights.
There is no doubt that the ultimate goal of rural land system reform is the same land, the same right and the same price of urban and rural land, that is, farmers and urban residents can equally share the land value-added brought about by industrialization and urbanization. To put it more popularly, the purpose of the reform is to increase the income of farmers. Taking the reform of the rural homestead system as an example, it is not to solve the index of construction land, but to give more complete usufruct and housing property rights to the homestead under the premise of ensuring that farmers have a place to live. effectively maintain and protect farmers' right to use homestead, so that farmers can increase more property income.
It is of great significance to comprehensively deepen the rural land reform, which determines whether China's economy can achieve transformation and sustainable development, and whether it can really take off. At present, many places are eager to make a breakthrough in the reform of the rural land system, so we must remain vigilant. Whether it is promoting on the face of it or experimenting with it, and deepening the reform of the rural land system, we must abide by the rules and procedures. As General Secretary Xi Jinping has stressed many times, "the reform of the rural land system affects the whole body at the same time, so we must plan and move later." Therefore, under the unified arrangements of the central authorities, all localities must proceed prudently and steadily in accordance with the principle of "keeping the bottom line and giving priority to pilot projects" and in an overall, coordinated, positive and steady manner, and avoid blindly keeping up with the comparisons.
