In the face of the current situation that the number of contaminated land is far less than that of cultivated land restoration projects in China, according to the industry, the domestic soil restoration market will reach nearly 700 billion yuan in the next few years.

Liu Zhengjun, deputy to the National people's Congress and vice president of the China Environmental Protection Association, believes that air and water pollution is visible to everyone and has aroused widespread concern, and the government has also devoted great efforts to control it. However, the soil pollution is relatively recessive, in which the pollution of cultivated land is more related to food security, its treatment and repair is extremely urgent.
Pay close attention to the compilation of the Ten articles of soil
This year's two sessions are an important meeting held in the critical year of comprehensively deepening reform, at the beginning of comprehensively promoting the rule of law, and at the end of the 12th five-year Plan. The construction of ecological civilization and environmental protection are hot issues of the two sessions.
On 16 March, Minister of Environmental Protection Chen Jining said at the centralized (expanded) study meeting of the central party group of the Ministry of Environmental Protection that at present and for a period of time in the future, efforts should be made to do a good job in five tasks, including the implementation of the new "Environmental Protection Law," the implementation of the "Water Ten articles," the formulation of the "Thirteenth five-year Plan," and so on.
In response to the proposal put forward by many deputies and committee members at the two sessions this year to strengthen the prevention and control of soil pollution in China, five items of work were also highlighted. With the acceleration of the process of urbanization and the pace of industrial transfer, the transformation of the original land use function of the city, a large number of industrial land has been changed into commercial land or domestic land, coupled with the adjustment of industrial structure, the enterprises of the original high-pollution and energy-consuming products have been converted to production, leaving behind a large number of diverse and complex polluted sites. These contaminated sites involve many outstanding problems, such as soil pollution, groundwater pollution and waste pollution. Therefore, the repair and redevelopment of these contaminated sites has become the primary problem.
The 2014 "National soil pollution investigation Bulletin" revealed that the overall soil environmental situation in the country is not optimistic, soil pollution in some areas is serious, and the soil environmental quality of cultivated land is worrying. The overall over-standard rate of soil in the country is 16.1%. Among the more than 2 billion mu of cultivated land, nearly 1 million points have been confirmed to be polluted.
In April of the same year, China officially launched comprehensive remediation of cultivated land polluted by heavy metals, and carried out the first pilot project of remediation of 1.7 million mu of cultivated land polluted by heavy metals in Changsha, Zhuzhou and Xiangtan area of Hunan Province.
It has been reported that the Changsha-Zhuzhou-Xiangtan pilot project is currently the only large-scale cultivated land restoration pilot project in China, in addition, a total of 50,000 mu of cultivated land have also been included in the treatment plan in Shiping Township, Gulin County, Sichuan Province, the soil pollution control pilot project of sweet cherry base in Zongqu Village, and Wanshan District, Tongren City, Guizhou Province.
According to incomplete statistics, the number of cultivated land restoration projects completed through market behavior is only 7. Coupled with national pilot projects, cultivated land restoration projects only account for about 3% of the total number of soil restoration projects in the country.
Liu Zhengjun pointed out that not only the number of cultivated land restoration projects is small, but also the average investment amount is also the lowest, which is only 5% of the average investment amount of the site restoration project and 1% of the average investment amount of the mining area restoration project, and the funds mainly come from the central financial subsidy. Obviously, in the face of the huge pollution of hundreds of millions of mu in China, the restoration of cultivated land is far from enough in terms of scale and investment.
The average annual market for soil remediation can reach hundreds of billions of yuan.
Domestic securities people conservatively estimate that the cost of cultivated land restoration in China is close to 4 trillion yuan, which does not include urban land restoration. According to the sample point of the National soil pollution Survey Bulletin, it is estimated that the space is 700 billion. The soil remediation industry has maintained a scale of about 20 billion-30 billion in the past two years. According to a report released by Jiangsu Environmental Protection Industry Technology Research Institute, the domestic soil remediation market will reach 685.6 billion yuan from 2014 to 2020, which means that 100 billion yuan soil remediation market will be formed every year, and soil remediation is facing a huge market space.
The process of soil remediation is quite long. In order to solve the problem of soil pollution, we need the joint efforts of soil science, agronomy, ecology and other disciplines, relevant production units and government decision-makers. In this regard, many people in the industry have said that the soil remediation market in China will have a huge market.
Zhuang Guotai, director of the Ecology Department of the Ministry of Environmental Protection, once revealed, "at present, the scale of the soil treatment market is still very small and has not been started. if we look at the soil (treatment) in terms of 40 years of development, we will find that the soil market will be very open. Trillions or tens of trillions can solve the soil problem." It is reported that the United States invested nearly $100 billion in contaminated soil remediation in the 1990s.
