The selection of Taiwan's Top 100 MVP managers was first launched in 2008. Every year, the managers' monthly magazine identifies 100 outstanding managers who have made key contributions to the organization and team in various industries and positions.

Zhang Yongju, director general of Sanxia District Peasant Association, has long been committed to creating a new career to create unique Biluochun thousand-layer cake and Biluochun noodles in local Biluochun, and was selected as one of the top 100 products of Taiwan Agriculture and Fisheries Association in 2020. Zhang Yongju actively created a new channel for farmers. In addition to setting up a local sales platform, "fresh Agriculture Direct Sale", the monthly turnover exceeded 2.5 million yuan. In response to the epidemic, Zhang Yongju launched the online marketing of agricultural special products "three Gorges cool festival". The three Gorges popular agricultural products "tea, green bamboo shoots, honey" online channel promotion, and in line with the Agriculture Bureau's "delicious agriculture" policy. Launch epidemic prevention retail shops, epidemic prevention vegetable boxes, small farmers' bento and other online group purchases of best-selling goods.

At the same time, Zhang Yongju vigorously promoted agricultural creation, instructed farmers to plant large cyanines under bamboo forests, and made the three Gorges signboard "blue dye" raw materials, which not only gave full play to the economy under the forest, but also added value to the century-old industry of the three Gorges, and set up the three Gorges Branch of the New North Youth Peasants Association to gather the strength of young farmers in the three Gorges area, set up a plant hospital in the farmers' association, and hired professional researchers from National Taiwan University to serve farmers. Excellent leadership and unique business strategy have made Director-General Zhang Yongju the first and only director-general of Taiwan's 441 agricultural and fishery associations to win the award.
