In 2011, national environmental protection groups jointly blocked the Guoguang petrochemical development project to preserve more than 10,000 hectares of precious intertidal wetlands along the coast of Fangyuan area in Changhua. Unexpectedly, ten years later, this remaining coastal wetland is facing the crisis of optoelectronic development.

Singapore's Shangmei Eurasian Energy Company said in a briefing yesterday (26) that it is scheduled to invest in more than a dozen optoelectronic sites on the Changhua waterfront, the first of which is on the coastal land outside the urban and rural embankment, called "Haijing New Energy". The case is expected to lease 93.5 hectares of state-owned land to the State property Administration, with an estimated electricity generation of 99.975MW.

On the other hand, the Changhua County Environmental Protection Alliance held a press conference today (27) at the Legislative Yuan, calling on the environmental and ecological groups that had participated in the Guoguang petrochemical case, as well as more than 70,000 people across the country who jointly adopted the Changhua coastal wetlands, and asked for the lives of the large urban and rural coasts, calling on the government to leave the largest coastal wetlands in the country.

Chen Jiaohua, a supportive legislator, also believes that once green energy is covered in the wrong place and destroys the environment, it is not clean energy. Tsai Chung-Yueh, deputy chief executive of the Earth Citizens Foundation, also lambasted that the positive value of energy transformation should not be affected because of a small number of wrong locations, and hoped that the government would abolish the optoelectronic development of the wrong location in this case as soon as possible.

Changhua coastal optoelectronic development reservation (provided by Changhua Ring League) Changhua precious wetlands have been locked by foreign businessmen, and plan to build optoelectronics one after another.

The Changhua Ring League called on more than 20 anti-Guoguang petrochemical environmental protection groups across the country to gather at the Legislative Yuan to hold a press conference, demanding that the government draw as soon as possible the Zhuoshuixikou and Changhua coast as "national wetlands," and shouted to optoelectronic foreign businessmen to take the initiative to withdraw the case. leave Changhua coastal wetlands for ecological restoration!

The Changhua Ring League said that as early as December 17, 2009, the Construction Department of the Ministry of the Interior had assessed the Zhuoshui Xikou Wetland, Changhua Dacheng Wetland and Hanbao Wetland as "world-class Changhua coastal wetlands" and the first wetlands in the country. However, it has not been taken seriously because of the Guoguang petrochemical development project. Today, the Guoguang Sinopec case has long stopped, and the Changhua coast has not yet obtained the status of a national wetland, which has led the photoelectricity industry to covet it.

Changhua wetlands have been locked by operators one after another, and the companies such as "Haijing New Energy", "Xinzheng Energy" and "Yongyao Energy" that put forward the optoelectronic development plan are all the same Singaporean foreign company, the United States, Europe and Asia. In the face of the encroachment of solar photovoltaics, the Changhua Ring League believes that foreign businessmen only look at the short-term interests of optoelectronic crime sites and have no intention of operating there for a long time. It is hoped that the government will immediately declare the Changhua coast as a national wetland, so that the precious ecology can be given legal protection status.

70,000 people want to trust to buy coastal ecological hot areas to protect white dolphins and conservation bird species.

"the two presidents have been to the scene before, and now we see that the whole coast is going to be used to cover photovoltaic panels. Why?" Shih Yueying, director-general of the Changhua Ring League, stressed that environmental groups are not opposed to green energy, but to the wrong location. "this is a first-class coastal protection zone!"

The Changhua County Wild Bird Society continued to monitor birds on this coast after the Guoguang Sinopec struggle, and found that more than 200 species of birds inhabit, including 35 conservation species. The oriental white stork, which has attracted worldwide attention, has a population at the mouth of the Zhuoshui River. East Asian endemic black-billed gulls also use this as a middle habitat. Li Yixin, director general of the Changhua Bird Society, says that some manufacturers and even the government think that the coastal intertidal zone is a wasteland, and renewable energy can be developed there. "but the coastal intertidal zone is definitely not a wasteland, it is a very important treasure house of biodiversity."

At that time, the Environmental Information Association submitted an application to the Ministry of the Interior for the "Zhuoshui Xikou Haipu Land Charitable Trust" and received shares from more than 70,000 people in Taiwan. It wanted to formally purchase coastal wetlands from the government to protect the white dolphins. Deputy Secretary-General Sun Xiuru said that the government should protect this important national wetland as soon as possible, and that the development of green energy should not be in conflict with ecological conservation, and called on all 70,000 subscribers to pay attention to the photovoltaic crisis along the coast of Changhua. To give white dolphins and people who depend on the sea for their lives, a safe living environment.

At today's press conference, the Changhua Ring League called on the anti-Guoguang Sinopec ring group to ask for the lives of the Changhua coast (provided by the Changhua Ring League). Three generations of fishermen have worked hard for decades and are unwilling to give up the vicissitudes of life.

On the coastal wetlands of Changhua, there is also a culture area of nearly 60 to 70 hectares of Haipu land. This culture area was originally within the scope of wetlands, but it is agricultural land maintained by fishermen for a long time. Now it has also been included in the scope of optoelectronic "Hai Jing New Energy Development case".

Since this is the first case of the US-Eurasian Group in more than a dozen development sites in Changhua coastal wetlands, it has particularly attracted the attention of local environmental protection groups and become the first case of the rendezvous of the two forces. However, in addition to the conflict between environmental protection and development, there is also the issue of survival of farmed fishermen.

Hsu Chia-fa, a local farmer, says that most of them are second-and third-generation farmers on that coast, and photoelectricity operators should respect first-come-first-come. Hsu Yuan-hsiung, a third-generation farmer, said that the Haipu land was for farmers to survive on their own outside the coastal dike. In the early years, the government encouraged farming, and fishermen built land around the sea on their own. It took decades to form a scale. Although the regulatory environment has changed, the State-owned property Administration is unwilling to continue to lease land, but it does not mean that the fishermen's right to survival should be trampled on. "We will not give in lightly."

Fisherman Zheng Weicheng says that since the last generation took over, family farming has been based for 30 to 40 years. If you want to change places and the production environment is different, it is almost tantamount to starting all over again. "it doesn't matter if you earn more and earn less. What we want is a stable life, or at least sustainable business."

Fishermen Zheng Weicheng, Hsu Yuan-hsiung and Mr. Lu said that the Haipu aquaculture area had experienced two or three generations of operation, and their fathers and grandparents stayed and never gave up easily. Coastal aquaculture in large urban and rural areas is not only clam, but also clam. The boom in farming itself has led to job opportunities in many places. (photography / Lin Jiyang) developer: build a solar photoelectricity city in a barren land, looking forward to a prosperous place

Li Zhaoming, development director of the US-Eurasian Green Energy Company, a Singaporean developer, said that at this stage, the Hai Jing new energy case has obtained the lease rights and land development consent of the National Product Administration. In the future, more than a dozen crime sites will be developed one after another, and the United States, Europe and Asia will have the successful experience of Japan to develop the coastal "barren land" into a "solar science city."

The developer stated that although this case is located in the first-level coastal protection zone, the development process will follow the laws and regulations and the existing land environment, and will not cause a large number of disturbances. on the contrary, it will set up an isolated green belt and ecological compensation zone, and will have the confidence to obtain the permission of the Marine Management Review Council. He also stressed that the area itself is not suitable for farming, has applied for land change of the Council of Agriculture at the same time, and has obtained the preparation permission and consent of the Energy Bureau for the record.

In the face of the group's query, foreign businessmen only use the development of optoelectronic financing and loans, and have no intention of long-term operation at all. Li Zhaoming stressed that enterprises have the confidence to grow with local governments, and that future construction and operation will lead to a large amount of local consumption. If there is construction manpower in the future, local manpower will be given priority, and he has promised to return NT $2 million to Changhua County every year to subsidize nutritious lunches and community needs.

Developers also argue that at present, most of the 6 to 70 hectares of aquaculture fishermen on the "Hai Jing case" have not been leased by the National Product Administration, so they belong to illegal farming. For illegal farmers who occupy land, operators have done their best to communicate and try their best to coordinate the terms of compensation, but no consensus has been reached.
