The Environmental Protection Agency has approved the clean-up plan of ten thousand companies, which is expected to clear the largest amount of nearly one million tons of farmland ballast in history within three years. However, on the 22nd of this month, the Environmental Protection Agency abolished the clean-up plan on the grounds that ten thousand companies were unable to clean up, and immediately issued a press release the next day, pointing out that according to Article 30 of the waste cleaning Law, Zoomlion is the source of production and should be responsible for cleaning up.

On October 26, Zoomlion issued a press release in response, insisting that "converter stone is a legally registered product, and Zoomlion is not the perpetrator of this case and the person responsible for the removal." In response, the Environmental Protection Bureau quickly issued a press release with strong wording: "Zhonglian is the producer of these converter stone ingredients. Since the ten thousand companies they commissioned have misplaced and misused backfilling to farmland, Zhonglian should be jointly and severally responsible for cleaning up and improving the environment."

The Kaohsiung Qishan Zunhuai living Water Humanities Association, which has long assisted residents in supervising this case, has filed a lawsuit with the High Administrative Court for administrative negligence of the Kaohsiung municipal government. On May 31, 2017, the Kaohsiung High Administrative Court ruled that "the waste cleaning Law shall apply, and the competent authority has the obligation to order the actor to remove it."

Three years after the verdict, the Gao municipal government first approved the clean-up plan of the ten thousand companies and then abolished it. Zheng Miaozhen said, "We have obviously won the government, but we are still teased and fooled in every way. The word 'live and work in peace and contentment' is really too far away for us!"
