The alliance even pointed out the big loophole in the law: the largest carbon emitter in Taiwan, that is, the super power user of its own three coal-fired power plants: Formosa Plastics Company, according to the current law, does not belong to the definition of large electricity users, which is inconceivable!

According to a survey of the top 15 major carbon emitters by the Renewable Energy Promotion Alliance, although they are already well-known listed companies, plans related to renewable energy are still insufficient. Qunchuang Optoelectronics and Youda Optoelectronics lack a reply indicating that South Asian plastics have not even disclosed the number of electricity consumptions. some enterprises build green energy only to make money for electricity sales, not for spontaneous self-use. The alliance criticized that these large power-consuming enterprises have failed to live up to the expectations of the whole people for energy transformation, making Taiwan's industrial competitiveness lag behind the world trend.

In order to implement the energy transformation and corporate energy responsibility, the Renewable Energy Development regulations were amended in 2019 to regulate the construction and use of renewable energy by enterprises with super large electricity consumption. It is stipulated that "electricity users with a certain contractual capacity or above shall set up measures for the management of renewable energy power generation equipment", referred to as the "provisions for large electricity users".

The Renewable Energy Alliance counted the performance of major electricity users one by one and found that Formosa Petrochemical, Dalian Chemical, and South Asia Plastics all handed in blank papers on all green energy indicators, and there was not even a place for renewable energy in the plant.

The alliance specially named Formosa Plastics, which consumes 2.67 billion kilowatt-hours of electricity a year, and is the company with the highest carbon emissions in Taiwan, but claims that it is not a major electricity user, and even shows the exaggerated policy loophole in the "provision for large electricity users."

It turns out that the Energy Bureau's standard for "large power users" only calculates the "contractual capacity" that enterprises have signed with Taiwan Power, but not their own power generation. Therefore, although Formosa Plastics is a super power user, Formosa Plastics uses coal to generate electricity on its own. therefore, it is not included in the list of "big electricity users."

At present, Formosa Plastics Group has three coal-fired units with an installed capacity of 600000 tons each, with a total capacity of 2.75 million tons, which is the largest steam and power symbiosis plant in the country. It not only provides for its own use, but also can sell electricity to Taiwan Power, and taxpayers can pay for electricity from Formosa Plastics. According to the Mailiao Steam and Power Annual report, in 2019, Formosa Plastics had a revenue of 24.3 billion yuan and an after-tax surplus of 2.2 billion yuan.
