There are many disputes about surface optoelectronics, and the promotion of roof optoelectronics is more urgent. In July this year, legislator Hong Shenhan held a public hearing on optoelectronics and asked the Ministry of Economic Affairs and other ministries to report on the inventory of rooftop photovoltaics and promote policies. at that time, the number of stocktaking was very low, causing a ring of protests. The Executive Yuan then set up an ad hoc group to ask all ministries to take an inventory of idle space, but two months later, progress was still stagnant.

The government originally set a rooftop optoelectronic target for 3GWP to reach the target ahead of 2019, so the Energy Bureau of the Ministry of Economic Affairs raised the target to 6GW. Today (22) 28 non-governmental ring groups jointly signed and held a press conference, calling on the roof photoelectric potential to go far beyond 6GW, solemnly demanding that the Executive Yuan raise its goal again, and set up a "roof optoelectronic special group" at the level of vice president or political commissar.

Huantuan: the roof optoelectronic dispute is the least, it has reached the standard ahead of time, and the potential is definitely not just 6GW.

On September 8, Premier Su Tseng-chang attended the members' meeting of the Solar Photovoltaic system Business Association, where he said that in order to continue to promote solar photovoltaics, the Executive Yuan will set up an inter-ministerial ad hoc group, convened by Vice President Shen Rongjin. Su Tseng-chang also asked the relevant departments to take stock of idle space such as land and roofs suitable for the development of solar photovoltaics.

Looking back at the public hearing on the optoelectronic dispute in July, the Council of Agriculture with the fewest roofs did the most rooftop photovoltaic meetings, and other ministries, such as the Ministry of Economic Affairs, the Ministry of Communications, and the Ministry of Education, did not even take complete stocktaking, let alone seriously meet the standards. This year, the planned installation of public facilities directly under the jurisdiction of other ministries other than the Council of Agriculture can barely add up to 1GW, and the inventory of private buildings and plant equipment has almost failed, and all ministries will delay progress for various reasons.

To this end, the ring delegation held a press conference to appeal that roof photovoltaics have the least impact on the environment and controversy, and that its potential extends far beyond 6GW. It is hoped that the government will rush to the roof of photovoltaics as soon as possible, so that people can regain their trust in optoelectronics and promote energy transformation.

Tsai Chung-Yueh, deputy chief executive of the Earth Citizens Foundation, pointed out that a large number of photovoltaics invaded the Miaoli stone tiger habitat and the Tainan General Yantian ecological hot area a few days ago, and ten thousand people in the former Tiantai Dongzhi Ben Optoelectronics jointly signed and opposed it. These disputes show that surface optoelectronics lacks a complete inspection mechanism. "all the present ring groups support the removal of coal from the waste core, but the green energy should be put in the right place, and the roof type has potential, definitely not just 6GW."

The Ministry of Economic Affairs was in charge of domestic energy, but did not put forward the inventory and schedule, and the round-the-group criticism was humiliated.

It has been nearly three months since the public hearing in July, and according to the assessment of non-governmental organizations, the performance of the ministries is still disappointing. Cai Hui-Xun, director of the Earth Citizens Foundation, said that there are three criteria for the evaluation of non-governmental organizations: whether the Ministry manages the inventory of houses and sets targets, whether there is an inventory of other public and private premises, and to promote the review of the current situation of the strategy. As a result, except for the Council of Agriculture, other departments are seriously behind schedule.

Cai Huixun first named the Ministry of Economic Affairs, and the Energy Bureau, which is in charge of domestic energy planning, did not take the initiative to respond after the public hearing in July, nor did it review the roof photovoltaic targets and reasonably adjust wholesale purchase rates. The Industry Bureau should have proposed that photovoltaic roofs can be installed in various types of industrial zones and factories across the country, but even the county and municipal governments, industrial areas under private jurisdiction and factory roofs have not been counted. Even the central export processing zones and state-owned enterprises (Sinosteel, CNPC, etc.) have only general statistics and settings, and lack the target schedule.

At present, the roof optoelectronics of the Ministry of Economic Affairs has only set up 837.9 MW. Cai Huixun said that the Ministry of Economic Affairs should count the major electricity users in the country and calculate how many roofs need to be erected to meet the standard, but only say that it will be installed another 500 MW before 2025. How to proceed? It didn't say, "it's humiliating for the Energy Bureau to be made like this by the head of the Ministry of economy."

The Ministry of Communications counted more than 7,000 office buildings, but nearly 95% of them could not be set up.

Compared with the Ministry of Economic Affairs, the Ministry of Communications is passive and passive. Cai Huixun explained that of the 7097 office buildings under the direct management of the Ministry of Communications (such as the railway station), 6691 were determined to be unable to be set up after stocktaking. The reason is that the building is leaking, it will be rebuilt within 20 years, and there is no ownership. "these are all excuses. If you really want to do it, you will take this opportunity to solve the problem and list the schedule."

In addition to office premises, there are 1299 post offices across the country, and the Ministry of Communications only plans to install roof photovoltaics in 12 places this year. Cai Huixun said that the reason for the Ministry of Communications is that some post offices share premises with others, such as post offices on the first floor and clothing stores on the second floor, but in fact, of the 1299 post offices, more than 500 are independent houses. In addition, there is no inventory of national parking lots, highways, tourist area facilities, pedestrians and bike lanes that people think should be given priority. The inventory of the Ministry of Education is not accurate and does not explain how to combine curriculum, sports and greening.

The Ministry of Communications is passive, while the Ministry of Education is not accurate. Li Jiexuan, commissioner of the Housewives' Union Environmental Protection Foundation, explains that the Ministry of Education claims that more than 80% of colleges and universities have installed photovoltaics. in fact, only part of the roof has been installed in the same school and dozens of school buildings. "at present, there is no total inventory of the target quantity and the potential roof."

Li Jiexuan says that photovoltaics on campus roofs help cool school buildings, but the Ministry of Education does not explain how to track the progress of photovoltaics in primary and secondary schools, nor does it have any guidelines. "the setting of photovoltaics on campus is also part of energy education. The Ministry of Education should explain clearly how to combine with 108 courses and take into account sports and greening."

The inventory of the Ministry of the Interior is negative, and the Council of Agriculture is making the fastest progress.

There is also uncertainty in the inventory of the Ministry of the Interior. Li Jiexuan explained that the funeral sites, green energy communities, social housing, sewage treatment plants and other assets managed by the Ministry of the Interior have very few targets, and lack of overall potential inventory. For example, the assets under the control of the Ministry are only listed in 11 places, such as the police and the fire department, and the sewage treatment plant only mentions the roofs of four buildings, and the buildings under the jurisdiction of counties, cities and townships and township public offices and private residential buildings have not been counted. Social housing has discussed the inclusion of optoelectronics in the second phase of the greenhouse gas control plan, but it lacks maintenance and management, which may affect the efficiency of power generation in the future.

The Council of Agriculture is the only ministry that actually counts the roofs of livestock and poultry houses, storage facilities, and so on, and its progress has reached 4282 MW, far exceeding other departments. All the groups present expressed their affirmation to the Council of Agriculture, but they also reminded that when open-air fish ponds are converted into indoor aquaculture facilities and roof photovoltaics are installed, it is necessary to assess the impact and cumulative effects on ecological utilization.

Legislator: the competent authority needs to change its thinking and incorporate optoelectronics into future spatial planning.

Hong Shenhan, a legislator of the Democratic Progressive Party, said that the original 3 GW goal set by Roof Optoelectronics was to continue the Malaysian government, which was met ahead of schedule in 2019, indicating that the past assessment was not rigorous enough. Although the target has been raised to 6 GW after reaching the standard, according to the available data, the goal should be set higher.

Hong Shenhan explained that the erection of rooftop photovoltaics is not just to put photovoltaic panels on the roof directly. Each building has its own space plan, so that each department will push roofing photovoltaics. First, it is necessary to change the thinking of the competent authorities: how to add photovoltaic panels to the original space planning. For example, if photovoltaics are installed on the roof of the campus, the original hardware and wiring may have to be adjusted before they can be installed smoothly.

The three major demands of non-governmental organizations require the Executive Yuan to set up a roof optoelectronic group to improve the overall goal of roof optoelectronics.

At the press conference, non-governmental organizations put forward three major demands: first, the overall goal of improving roof optoelectronics and the KPI; of various ministries; second, to set up a "roof optoelectronic special group" at the level of vice president or political commissar; third, to take a comprehensive inventory of the potential of roof lighting, hold a public hearing and combine citizens' power plants.

Wei Yang, a researcher at the Green Citizen Action Alliance, said that a total of 28 non-governmental organizations jointly signed and asked the Executive Yuan to address these demands squarely. He called on all ministries to re-check the total amount of roofs, discuss potential assessment criteria, really review the current situation, difficulties and solutions, and propose additional incentives, for example: review of wholesale purchase rates, abandonment of professional certification, shrimp financing, guarantee not to demolish the roof of qualified illegal buildings for 20 years, compulsory installation of new buildings, compulsory installation of old houses, compulsory installation of public facilities, etc., it is also necessary to hold a briefing session. So that more people can participate in the way of citizen power plant.
