Precisely because the cost of making sugar in Taiwan is too high, many sugar factories have stopped work, and sugar cane fields have become increasingly abandoned, making it the most suitable for running large farms. But it costs money to rent land and to buy machinery, which is beyond the affordability of farmers. Therefore, Zhou Guolong proposed to the Council of Agriculture the plan of "mechanized production of edamame beans on large farms" and formed a strategic alliance of edamame beans to persuade the middle market merchants (commonly known as bean traders) and processing plants to work together to improve the growing environment of edamame beans in Taiwan.

Zhou Guolong admitted frankly that many people were not optimistic about promoting such a revolutionary approach at that time. Traditionally, bean traders are responsible for purchasing farmers' edamame beans and transferring them to frozen fruit and vegetable processors for processing and export. The relationship between the three is upstream and downstream. However, Zhou Guolong promoted the transformation of "bean traders" into professional farmers, where they worked with processors at a guaranteed price, and both sides jointly funded the lease of land, the purchase of machinery and equipment, and established a close partnership between production and marketing.
