Li Pingshun, one of the fishermen who led the protest, stressed: "fishermen are affected households, not nail farmers, and the catch given by the fishing ground is far more than the compensation from the manufacturers." He believes that the wind power industry does not understand the symbiotic relationship between the ocean and fishermen, and has failed to fulfill its obligation of notification and communication before and after the project. Even if green energy construction is a national policy, fishermen should not be sacrificed.

Chen Junli, the general manager of Honghua Construction, a representative of manufacturers, believes that the conditions demanded by fishermen are too high to reach a consensus. If fishermen do not show their sincerity in negotiation, they will ask for public power to intervene to protect manufacturers' legal right to start construction.

The four coastal towns of Yunlin, Mailiao, Taixi, Sihu, and Kouhu, have relied on fishing and aquaculture since ancient times. however, after Liuqing settled at the mouth of the Zhuoshui River, the coastal fishery space has been greatly compressed, and the outlying island industrial zone has also changed the drift and sand of ocean currents. Five ports to the south of Liuqiang, Taixi Harbor, Santiao Harbor, and Luziliao Harbor are gradually depressed due to serious silt.

Liao Rongxiang provides an environmental impact report: the sea floor disturbance caused by offshore fan operations is locally temporary, and fishermen do not think so.

With regard to the assessment of the impact of the damage to the fishing grounds, the organizer of the Environmental Protection Bureau of the Yunlin Government said that the wind turbine development project falls within the authority and responsibility of the central planning, not the local government, and believes that the impact assessment of the development of offshore turbines and its consequences should be undertaken and coordinated by the central government.

Reading the Environmental impact statement of the Construction Plan of Yunlin Offshore Wind Power Plant published by the Environmental Protection Department, Chapter 7 states that the disturbance to the seafloor caused by offshore wind turbine undersea operations is inevitable, but it is local and temporary. However, paradoxically, the article also points out that submarine cables must be buried on the seafloor, and digging before the project will worsen the water quality of the disturbed seafloor, piling operations will also drive away seafloor organisms, and larvae and juveniles that cannot be moved can not escape casualties.

The manual also emphasizes that local trawlers operate to destroy the seafloor, and after offshore fans are installed, they can protect the seafloor "from bottom towing, which is an unsustainable fishing method that destroys seafloor habitats, regardless of species," that is, the inconvenience caused to fishing operations, offshore fans can become a conservation area for marine resources to thrive.

During the undersea operation of the wind power company, fish shoals continue to die in the fishing ground. Fishermen provide the argument that the fishermen at the bottom are ecological destroyers. Fishermen say: "sincerely change your feelings."

Fishermen expressed strong dissatisfaction with the discussion of wind power development that "destroy before conservation". Li Pingshun believes that the depletion of marine resources is the common industry of mankind, which is caused by many factors, and the responsibility should not be blamed on vulnerable fishermen: "it is an unshirkable original crime for fishermen to rely on fishing for a living.
