The Ministry of Economic Affairs originally defined major electricity users as manufacturers whose electricity consumption exceeded 800KW, and the estimated number was 5400. Then, under the lobbying pressure of industrial and commercial groups, citing the epidemic, operational difficulties, and other reasons, the threshold was lowered to 5000KW, and the number of manufacturers requiring the construction of renewable energy decreased sharply to 506.
