There are endless controversies over the use of photovoltaic power for agricultural resources. In addition to the improper exploitation of agricultural land, aquaculture is facing the biggest land battle in Taiwan's history! According to the exclusive information obtained by Upstream and Downstream, the Fisheries Department estimates that 10,000 hectares of fish farms will be released for "fish and electricity symbiosis", accounting for nearly 1/4 of the total area of aquaculture fisheries in China. At present, there have been six cases of fish and electricity symbiosis, with a total area of nearly 700 hectares.

According to the regulations on the review of fishing and electricity symbiosis, the aquaculture farms equipped with photovoltaic facilities must maintain at least 70% of the original output. The water test institute conducted the aquaculture experiment under the photovoltaic panel last year (2019). It would have taken two years to obtain complete data, but the Fisheries Department announced the release of the fish farms in advance. The aquaculture fishermen criticized the government for rushing to the chapter. Lin Chinlang, chairman of the Yunlin County Shallow Sea Aquaculture Association, said: "Fishermen are already overwhelmed by environmental pollution and extreme weather, and they have to face unfair competition for land in photovoltaics. They have become a pie for businessmen and politicians to compete for food."

Cai Huixun, director of the Earth Citizen Foundation, who is also a member of the Fisheries Department's review committee on the symbiosis of fish and electricity, pointed out that the symbiosis of fish and electricity not only reduces the land that fishermen can cultivate, but also reduces the ecological habitat space. The Fisheries Department should implement environmental and social inspections on the symbiosis of fish and electricity as soon as possible. Before then, all case inspections should be suspended.
