Starting from 2017, the Taitung County government expects to develop photoelectricity on 260 hectares of public land at the mouth of Benxi. However, the local area originally belongs to the traditional area of the Puyuma "Katratripulr" tribe, which is protected by the basic Law of the aborigines. The county government commissioned a developer to enter the tribe and lobbied for "obtaining the right of tribal consent", causing divisions within the tribe.

Because the Kadaibu tribe is unwilling to hold a tribal council to decide whether to develop or not, in 2019, the Taitung City Public Office was offside, held a meeting on behalf of the tribe, exercised the right to vote in favor of 187 votes to 173 votes against the other side, and allowed the optoelectronics industry to develop tribal traditional areas. However, at that meeting, many non-tribal members took part in the vote, causing strong dissatisfaction within the tribe.

In order to defend the tribal self-determination and traditional values, the "Lahan" (equivalent to the "leader") of the three traditional leaders of the Kadaab tribe held a press conference on April 18, announcing that the tribal council called by the public had violated tribal autonomy, and the result of the vote was invalid, and asked the Energy Administration to suspend the review of Zhimoto's photoelectricity case before the end of the lawsuit. A dream of making money from Disneyland, ready-made optoelectronic development goal

Zhiben's position is at the southern tip of Taitung City, and the mouth of Benxi is located at the southern end of Taitung City. Because of the power of wind and sand in the Pacific Ocean, the river is blocked into a lake. Because the lake receives the water source of the Magan River, the lake is changeable, so the locals give it the title of "Dream Lake."

With the guidance of coastal mountains and the mouth of Zhiben River, Zhiben Wetland has become the first stop for Pacific migratory birds to come to Taiwan, attracting winter migratory birds from the northern hemisphere and summer migratory birds from the southern hemisphere to spend the winter here every year. Wetlands have shoals, deep pools, grass and tall trees and dead branches, making them an excellent ecological habitat for birds. It was listed as IBA's "important wild bird habitat" by Birdlife International in 2004.

In addition to the survival of birds, Zhiben Wetland used to have another owner, the "Kadubu" tribe, which means "together". The people used to farm millet, fish and hunt, and make use of environmental resources to survive here. it also leaves history and legends here.

When the Kuomintang government came to Taiwan in 1949, it was originally a knowledge-based wetland in the traditional field of tribes, and it was designated as a "state-owned river land." In 1985, the Taitung county government entrusted Zhiben Wetland to the Jeben Company to develop a "Zhiben Comprehensive Recreation area." it requisitioned a large piece of land from its people at a very low compensation fee, declaring that "Taiwan Disney will settle in Taitung." For 30 years, Disney has gone without a trace, and the undeveloped land has become a paradise for wildlife and continues to guard the Kadub tribe.

At the end of 2016, with the revival of development, the Taitung County government plans to develop optoelectronics (160 hectares of power generation area) with 260 hectares of public land adjacent to Zhiben Wetland, and entrust Xiangteng Consulting Company to evaluate the photoelectric efficiency.

However, since the adoption of the Aboriginal basic Law in 2005, the public sector must obtain tribal consultative consent (FPIC) in order to develop, use and investigate the public land around the tribe. The Kadaibu tribe believes that there was no tribal consultation before the county government commissioned a consulting company to investigate, so it refused to contact the county government and the consulting company.

On January 5, 2018, the county government held its first presentation meeting in the tribe, and tribal cadres expressed their opposition, but the county government immediately issued a tender notice for the "Zhiben Optoelectronics Development Project" on January 10, which was won by the Singapore Merchant Weineng Company on April 2. it is estimated that after the development, Taitung County can increase the royalty income by more than 200 million yuan a year.

The tribes reacted strongly to this. Kao Yu-Cheng, chief of the Finance and Economic Development Department of the Taitung county government, said: "many times I consulted with the tribe but did not get a response. The public tender only entrusts the manufacturer with planning. If the manufacturer fails to obtain the right of tribal consent, it will not be developed." He further stressed that the location of the photoelectricity case is public land, which is not in the traditional field of public announcement, and the county government has adopted a high standard in asking manufacturers to vote for consultative consent rights in accordance with the original Law.

After winning the bid, Weineng set up strongholds to hire people as a window for bridging between the power merchants and the tribe in order to win the tribe's consent to develop. However, as the traditional tribal organizations politely refused, the proponents set up a "friendly tribal group" to employ ethnic people as staff, and with the support of photoelectricity operators, in the name of scholarships, poverty relief, sponsorship gifts, and skills development, establish a feedback mechanism in the tribe and promote solar power generation.

According to the promise of the Taitung county government, 10% of the annual NT $200 million in rights will be set aside as local rewards to help the tribes develop.At the same time, the manufacturers are also willing to allocate an additional NT $3 million a year to the tribes. Chen Xianwen, convener of the friendly Tribal Group, said: "is the traditional field covered by optoelectronics or the traditional field, and some more value can be brought into full play?. After decades of neglect, an enterprise has come in, and it is possible to upgrade the tribe and improve their lives. Why should we give up?"

Before the tribal council exercised its consultative consent right to vote, Weineng even made public an additional reward of 20 million yuan. as long as the tribal council approved the right to vote, Wei Neng would first give a reward of NT $10 million, and then provide a reward of NT $10 million if formal construction was started. The large-scale sponsorship of manufacturers has become a source of misgivings against each other in the tribe.
