The Council of Agriculture held a review meeting on the "symbiosis of fishery and electricity" program yesterday (13), which examined four crime sites at the southern and northern gates of Taiwan and Qigu, but civic groups held a press conference before the meeting. it is considered that the areas where these sites are located are highly overlapping with the ecological hot areas of black-faced spoonbills and various waterbirds, and that without detailed inventory and adequate "environmental and social review" system, the installation of photoelectric panels on fish ponds will cause social concern. Therefore, the Council of Agriculture was asked to suspend the examination.

However, the Council of Agriculture still held a review meeting according to the original plan, and the results of the review were announced in the evening. The applicant must follow the opinions of the review committee, add and amend the materials and then retrial.

Cai Hui-Xun, director of the Earth Citizens Foundation, said that the current review method is "too simple" to deal with the ecological location problem, and the Council of Agriculture has promised to amend it but has not implemented it, so it should not be arranged and reviewed first. Wu Chengcheng, commissioner of the Green Citizen Action Alliance, believes that the current problem is that the overall norms and mechanisms are not enough to resolve disputes, and a higher-level mechanism is needed to avoid development risks and incorporate local participation and communication.
