COVID-19 (commonly known as Wuhan pneumonia) continues to show his strength, and the Council of Agriculture has launched the latest agricultural counseling measures, which will start from the three major aspects of epidemic prevention, relief and revitalization, including relief for short-term leafy vegetables and pork. From March 16, through nutritious lunches and national army dishes, reduce market supply to stabilize market prices.

In view of the hard-hit flower industry, the Council of Agriculture expects to hold flower displays at scenic spots and transportation nodes in Taiwan's metropolis from April to October, and then mediate flower manufacturers with e-commerce and diversified entity channels. In response to farmers' panic in snapping up fertilizers, the Council of Agriculture said that from March 16, if farmers do not buy fertilizer in stock, they can go to local peasant associations and fertilizer firms to use their ID cards for pre-purchase registration, and Taiwan fertilizer will be supplied within a week. The Taiwan Fertilizer Company stressed that under the condition of normal use of fertilizer, the supply is absolutely adequate.

Chen Junji (Photo _ Lin Yijun), Vice Chairman of the Council of Agriculture, 3.557 billion does revitalization, relief and epidemic prevention, first targeting short-term vegetables, pork, flowers and fertilizers

The Legislative Yuan passed the special budget for relief on the third reading this morning, totaling 60 billion yuan, and the Council of Agriculture was allocated 3.557 billion yuan. Next, it will be spent on revitalization, relief, and epidemic prevention, of which 3.255 billion yuan will be spent on revitalization, 231 million yuan on relief, and 71 million yuan on epidemic prevention.

Chen Junji, vice chairman of the Council of Agriculture, explained that in terms of revitalization, we will strengthen overseas market expansion, e-commerce online shopping, and leisure agriculture counseling and incentive tourism; in epidemic prevention, we will strengthen cleaning and disinfection in key wholesale markets, sales strongholds, fishing ports, and industrial parks to prevent epidemic; in addition, we will strengthen the surveillance of pathogens related to wildlife and human beings.

In terms of relief, Chen Junji said that the Council of Agriculture provided 18 loans with a total preferential interest rate of 6.8 billion, and some of the loans were granted interest-free or partial interest subsidy for one year. In addition, measures have been taken on February 6 to deal with the sold items such as Sakya, pineapple, grouper and noon larvae. At present, the prices of pineapple Sakya and midday larvae have been stable, but some industries have still been affected by the epidemic recently. The next bailout begins with counseling measures for short-term vegetables, pork, flowers and fertilizers.

Short-term leafy vegetables: national army, nutritious lunch on campus and supply to charities, ploughing hoe as a last resort

Recently, it coincides with the abundance of short-term leafy vegetables. According to the statistics of the Agriculture and Food Department, the area of short-term leafy vegetables harvested in March is 569 hectares. The main items are green stem cabbage, white cabbage, rape, non-heading lettuce, amaranth, and so on. According to fruit and vegetable market data, the daily trading volume of short-term leafy vegetables is 300 metric tons, but prices have been falling since February.

Chen Chun-ji said that recently, the weather has been stable and vegetable production has been stable, but the tightening of the domestic consumer market and fewer parties have led to a sharp drop in demand for leafy vegetables in the short term, and the Council of Agriculture has put forward four major measures to bail out. Including the national army and campus nutritious lunches, supplying charities and ploughing hoes, a total of 79.76 metric tons can be digested per week, which can reduce market trading volume by about 5%. Chen said that of the four major measures, the first three measures could not maintain stability before starting the hoe. "it is a pity that the hoe is a pity. I hope vegetables still play the role of food."

The trend of vegetable trade: the Ministry of Defense adds vegetables twice a week, and nutritious lunches add a leafy dish every week.

Chen Junji said that the nutritional lunch part of the campus will coordinate with the local government to share the expenses, and the national army will add food. The Agriculture and Food Department will dock with 26 deputy supply stations of the national army to purchase according to the principle of not crowding out the original supply of vegetables. the Council of Agriculture will coordinate the Ministry of National Defense to increase the budget for the purchase of food materials, with an upper limit of twice a week, which is expected to solve 48 metric tons of leafy vegetables per week.

In the part of campus nutritious lunch, the government of Yunlin County, the largest producer of short-term leafy vegetables, asked for assistance a few days ago. The Council of Agriculture will add one leafy vegetable dish every week to the current campus nutritious lunch and handle or stop it according to the situation of supply and marketing. Chen Junji explained that the campus nutritious lunch menu has its own nutritional considerations. at present, in order to add food, the dietitian has been asked to redesign the menu. Among them, the added food will also be specially targeted at rural schools with limited nutritious lunch budgets, which are expected to be able to handle 20 metric tons of leafy vegetables per week.

Some of the charity's Agriculture and Food Department will connect 20 charities, including food banks, to provide weekly supplies according to demand, distribute them according to their location, and adjust or stop them according to demand and the overall supply and demand of leafy vegetables. It is estimated that 11.76 metric tons of leafy vegetables will be produced per week.

Pork: short-term increase in nutritious lunches and national army consumption in rural schools, and elimination of low-yield sows in the medium and long term

At present, the weekly supply of wool pigs is 143000, an increase of 11000 compared with the same period of the previous five years, while the auction price is an average of 58.86 yuan per kilogram, a drop of 14.5% compared with the same period of the previous five years. Chen Junji explained that pigs are only overraised. Pork supply is already in oversupply, but recently consumption has tightened and the proportion of takeout food has declined, and pork for restaurant business has been greatly reduced. As a result, pig farmers and pork producers encounter a production and marketing crisis.

With regard to the relief and guidance measures for the pig industry, Chen Junji explained that at this stage, it will provide low-interest loans to livestock farmers, increase nutritious lunches in rural schools and the national army to eat domestic pork, as well as reward industry groups for the promotion and promotion of domestic pork, and ask the Taiwan Sugar Company to stop supplying the meat market from March 16; in the medium to long term, it will accelerate the elimination of low-yield sows and improve the problem of overbreeding at source.

Flowers: only Phalaenopsis has grown in export, other items have decreased, and domestic sales have dropped nearly 20%.

After taking stock of the overall flower industry, the Council of Agriculture found that both domestic and foreign flowers were affected. the turnover of potted and cut flowers in the domestic flower wholesale market decreased by 10% to 20% compared with the same period in previous years, and it is estimated that it will also decrease by 20% in the next five months. The total export volume was 3564 metric tons, down 15% from last year, but the export volume was 3,4194,000 US dollars, an increase of 5% over last year.

Why is the total export volume decreasing while the export value is growing? Lin Zhihong, deputy director of the International Department of the Council of Agriculture, explained that the top five domestic flower exports were Phalaenopsis (65%), Oncidium (8.7%), National Orchid (1.7%), Platycodon grandiflorum (about 1%) and Fire Crane (about 1%). The total amount of flower exports decreased, but the export volume increased, because only Phalaenopsis exports increased, while others decreased, and the total value of Phalaenopsis growth was higher than that of other items. That's why this happens.

Affected by the epidemic in South Korea, the export value of Guolan decreased by 40% compared with the same period last year.

Recently, it was reported in the news that Guolan's export was affected. Lin Zhihong said that 97% of Guolan is sold to South Korea, and only 3% are sold, mainly due to a reduction in exports to South Korea. South Korea's demand for Guolan is concentrated before the Spring Festival. As the Lunar New year falls in January this year, gas buying is also advanced to December last year. After February, there was an epidemic in South Korea, consumer tightening and cancellation of large-scale events, so the demand for orders and flowers decreased greatly after March.

Guolan's export value decreased by 42.2% compared with the same period last year. Huang Lijuan, deputy general manager of Taiwan Flower Development Association, explained that although they are all orchids, the situation of Phalaenopsis is very different from that of Phalaenopsis. Phalaenopsis orders are mostly confirmed two years ago, with low mobility and long buffer time, and most of them are sold to Europe, but Guolan's main force is China and South Korea. The recent epidemic has affected the purchase of gas, coupled with a sharp reduction in South Korean air flights. That's why orders have fallen sharply.
