Xu Yuanfei, a farmer in the inner city, believes that Yuanshan is the mother of water sources in Ilan County, and once it is developed and rezoned, people's livelihood water and irrigation water sources will be affected. However, according to the views of small farmers, the farmland rezoning case only investigates the wishes of landlords, and the wishes and farming rights of small farmers who currently lease land for farming are not protected at all.

In response to this, the county government rezoning section replied that a number of small farmers are engaged in friendly farming in the rezoning area, and since the rezoning project period is about two years, which will affect the farming rights of small farmers, the county government specially appointed a consultant to include small farmers in the scope of opinion collection, and the project time will be shortened as soon as possible to take into account the rights and interests of small farmers.

However, in the actual rezoning intention survey, because small farmers have no land ownership, according to the current laws and regulations, the rezoning intention survey can only take the landlords who have land ownership as the investigation object.

The results of the opinion survey provided by the consultant have been reclassified as providing conditions for the construction of farmhouses to promote speculation on the land.

In response to questions from the public that specific development forces are operating this rezoning case and urging the county government to speed up the process, Chief Zeng said that the county government has not been instructed or pressured.
