Autumn army insects ravage Yunlin corn fields, Yunlin County government yesterday (26) announced a direct line of "free notification, direct control" and subsidies farmers to buy control drugs, the Council of Agriculture said today, autumn army insects because of the alternation of generations in various places, if there is no notification will be difficult to grasp the epidemic situation, unable to make effective systematic prevention and control, called on local governments not to mislead the public, lest the disaster spread, but to the detriment of farmers.

Hsu Chia-chia, director of the sixth section of the Yunlin Epidemic Prevention Center, responded that the Yunlin County government was worried that after notification from various places, there would be insufficient epidemic prevention personnel and it would not be possible to carry out comprehensive prevention and control at once. Therefore, it was open to farmers to carry out prevention and control as soon as they discovered it. However, farmers were still encouraged to make up for the complete notification of prevention and control, which was not without notification.

62 hectares damaged by autumn army insects in Yunlin corn fields

Up to September 26, there were 608 cases of autumn armyworm disaster, 81 of which had been destroyed, 456 of which had been sprayed. There were 466 cases on the island, with 1348 adults captured. The main crops were corn, and there were 321 cases. In 142 cases on outer islands, 351 adults were captured. Sorghum was the main crop damaged. At present, the most serious disaster area was green cutting and hard corn field in Yunlin. A total of 62 hectares were damaged in 7 towns (Mailiao, Taixi, Dongshi, Lunbei, Sihu, Kouhu and Shuilin).

The proportion of old farmers visiting the fields is not high, and the pests are serious.

At present, it is the second phase of corn planting in China, with a total planting area of 25,806 hectares, including 6,267 hectares of edible corn, 12,373 hectares of hard corn and 7166 hectares of green corn. The largest production area of edible corn is Yunlin County, and the largest production area of hard corn is Hualien County.

In addition to edible corn, Yunlin County also planted hard corn and green-cut corn. This hard corn was seriously affected. Chen Junji, vice chairman of the Agricultural Committee, explained that hard corn was not edible corn, and the planting process was relatively extensive and belonged to low management, so it was seriously affected.

Yunlin local anonymous epidemic prevention personnel said, Most of the local old farmers, Old farmers patrol frequency is not high, Many old farmers also do not recognize autumn army insects, This insect disaster occurrence caused huge losses, Even about 30 hectares of corn field no survival, Call on farmers to remind each other to patrol more fields.

Committee of Agriculture: Local governments declare "autonomous epidemic prevention", which will reduce epidemic prevention efficiency

In response to pests, Yunlin County Mayor Zhang Lishan announced yesterday that the second reserve fund will be activated to subsidize farmers to purchase control drugs. Farmers can purchase control drugs independently without further notification and simplify the epidemic prevention process.

Chen Junji explained that autumn armyworm has been harmful to Taiwan since June 8. The field damage is mainly caused by larvae. After farmers find and report in the field, the case is formed within 1-2 days. Epidemic prevention personnel are present to assist in prevention and control. After spraying, pheromone traps are continuously hung on the scene for monitoring. The traps mainly capture adults. At present, they are still in the second stage of prevention and control. The pesticides, materials and even the wages for the first spraying after notification are absorbed by the government. Farmers can make more use of them.

In response to pests, Yunlin County Mayor Zhang Lishan announced yesterday that the second reserve fund will be activated to subsidize farmers to purchase control drugs. Farmers can purchase control drugs independently without further notification and simplify the epidemic prevention process.

In this regard, Chen Junji said, Local government should not announce the start of the third phase by itself, And autumn army insects due to the alternation of generations and move around, If there is no notification will be difficult to grasp the epidemic situation, Can not make effective systematic prevention and control, In addition, The third phase of all material costs must be absorbed by farmers, On the contrary to farmers.

Bureau of Public Prosecutions: Local authorities declare themselves responsible

Chuang Lao-ta, deputy director of the Agriculture and Food Administration, explained that hard corn harvest items are seeds, and the purchase standard is NT$60,000 per hectare. If autumn army insects are found and not reported and not controlled, the standard will not be purchased at that time. However, if the harvest is still damaged after notification and control, the balance will be adjusted according to natural disasters. After the survey team of each county or city confirms it, the standard will be relaxed appropriately.

Feng Haidong, director of the Bureau of Prevention and Inspection, said that the peak of the disaster in July was due to the planting of sorghum in Jinmen. The current peak of the disaster was Yunlin County, which began planting corn in Phase II at the end of August. Hualien County, the largest hard corn producing area, is still under monitoring. It is not recommended to stagger the planting time. Only when the planting period of the main affected crops is close can we concentrate fire on prevention and control.

Feng Haidong stressed that local units should cooperate with the central dispatch implementation, farmers did not report although there is no penalty, but the notification is helpful to the overall epidemic prevention, for the local self-announced actions, the central government has the right to investigate responsibility, called on the local government to cooperate with the central dispatch, found pests to report, in order to achieve effective epidemic prevention.

Yunlin County: Encourage farmers to make supplementary notification after prevention and control

Hsu Chia-chia, director of Section 6 of the Yunlin Epidemic Prevention Center in Yijun, says that hard corn cultivation is relatively extensive, and vigilance during field inspections is not high. This autumn's harm caused by army insects is also the first time for old farmers to face it.

Hsu Chia-chia clarifies that Yunlin County did not declare itself to enter the third phase, but because it was worried that after notification from various places, there would be insufficient epidemic prevention personnel and it would not be possible to carry out comprehensive prevention and control at once, so it was open to farmers to carry out prevention and control as soon as possible after discovery, but farmers were still encouraged to complete the notification of prevention and control, not without notification.

Yunlin County will subsidize 1 million yuan in materials for prevention and control. Farmers will spray their own pesticides and put them into the hardest hit areas. Farmers are asked to contact the local farmers 'association for application. The county government will subsidize the purchase of drugs. Farmers whose harvest does not reach the purchase threshold of 250 kg per plot will not be able to receive subsidies, and the county government will do its best to help fight for and reduce farmers 'losses.

Expert: Autumn army insects are easy to produce drug resistance, medication should be cautious

Liao Pei-chih, director of animal and plant disease control at Yunlin County, explains that when using chemicals to control autumn armyworms, use different pesticides in turn, and observe safe harvest dates. If eggs or worms are found during field inspections, they can be manually removed to reduce larva hatching. Alternatively, plants can be buried or flooded to reduce the density of insect sources.

Professor Xu Rujun of the Department of Entomology of Taiwan University said in an interview a few days ago that because autumn armyworms are more likely to develop drug resistance than other moths, they should be "treated only when they see insects", and the same pesticide should not be used three times in a row. Even the bacteria commonly used by organic farmers may also develop drug resistance and should be used with caution.
