2019 is Taiwan's version of the "first year of local birth." the government's grand strategy is very clear, and its aim is to rebuild the population structure in rural areas that is on the verge of collapse, so as to prevent the living functions of local society from gradually fading into stumbling "disabled people."

But for those who want to take the first step back home, just being able to settle down in the countryside is a huge challenge. Do you want to farm or look for a job? If you want to sell farming, can you sell it? The pressure of real life is breaking people's longing for the countryside at any time.

The promoters of creation in many places argue that agricultural processing is a scheme that helps to enhance the added value of farm production and revitalize the local economy, and is also in line with the industrial characteristics of rural areas. But what should the policy do and what should be done to help these small producers? This time, this article will start from the experience of new rural immigrants to find the answer.

The all-round Transformation King of migrants: Me jujube House revitalizes village neighborhoods through agro-processing

When it comes to local creation and the processing of agricultural products, we have to mention Chen Shuhui, the owner of the "Me Jujube Natural Farm Garden." As early as ten years ago, she was a "new immigrant" from Taipei to Miaoli. In order to give her dog a healthy living environment, she chose to buy property in the Miaoli mansion close to the mountains and fresh air, and bought the red jujube garden next to the house to start her new life.

Six years ago, she even built a small and exquisite organic agricultural products processing room as small as Wenqing Cafe and used the crops from her farm to process and make all kinds of products. In the processing room, the configuration of the whole place is in full compliance with the food safety and hygiene standards, not only planning the correct production line, but also passing the certification of the organic processing site. Chen Shu-hui stressed: "in the processing room, if there are ingredients that are not produced on the farm, such as pickling or sugar for processing, organic agricultural products will definitely be purchased separately. As long as there are materials, the date will be recorded and the production process will be registered independently, so that food safety can be tracked and inspected. This is really not very difficult for small producers. "

In addition, Chen Shu-hui has a village block near the farmland, renting, preserving and renovating the old village house, and setting up a "dragon-wearing tofu workshop" to promote the revival of Taiwan's native soybeans by acting as Taiwan beans. At the same time, she also built young farmers to cultivate fields together, and Peili more people joined in agricultural production. At the same time, she set up a "Maoli Primary School Troupe" to promote food farmer education in 11 primary schools in Miaoli. Last year, her "career map" expanded again, and she rented another old house opposite Chuanlong Tofu Square to build a "94 friendly shop," linking up with friendly young farmers in Miaoli and selling naked food materials, bringing more hope for the revival of the village neighborhood.

"over the past year or two, many farmers have often come to visit my processing room to see if they can build such a building on their own farmland and make their own agricultural products." Chen Shuhui's rich experience is not only a model for farmers who intend to engage in agro-processing, but also a key role in local creation. As a migrant, she has constantly opened up new life in this place through the regeneration and renovation of the old houses in the block, the industrial revival, and the construction of the Miaoli Qing agricultural community.

New immigrants lead the way and let people return to their places.

The most crucial reason why Chen Shuhui can settle down in the local area is that she makes good use of the social network to support their industry. For example, the "94 friendly shop" set up by Chen Shu-hui is made up of many young farmers from all over Miaoli. These young farmers not only sell their goods to small shops, but more importantly, Chen Shu-hui also gives an "obligation" to young farmers who participate in the operation of small shops, that is, they must join the ranks of food farmers' education and training. This approach indirectly promotes the connection of the entire youth peasant community, allowing sporadic local migrants / returnees to become a "community".

Agro-processing is another example. For example, it is of course impossible for Chen Shu-hui to run the tofu shop alone. She brought her former Taipei friend Chen Yourui to lead her into the countryside, work full-time as a tofu shop manager, and set up a company. Through the "one person pull one person" model to bring the social network that was originally in the city to the countryside. At the same time, tofu workshop employs local young people as masters, thus invigorating rural employment opportunities and leaving young people who might have left the countryside.

Chen Shu-hui believes that agricultural production is not the only thing that can really invigorate the countryside, but a series of supporting industries that accompany agriculture. "in my imagination, I think every idle old house on the street can be an opportunity. For example, a botanist may be needed in the countryside to help farmers deal with diseases and insect pests, so he can move in here. And the funds of the tofu workshop can even invest in these people to start their own businesses and invigorate the localities. " Chen Shuhui also pointed out that new immigrants who are already in the countryside can play the role of guides, providing funds or assistance, strengthening ties and mutual support among communities, and these are feasible solutions for local creation.
