Agricultural processing helps to increase farmers' income, but farmers are afraid to invest because they are worried about cost-effectiveness. When the Council of Agriculture vigorously promoted the primary processing of small-scale farmers, it took the lead in opening agricultural value-added proofing centers and agricultural processing integration service centers this month. Compared with the Miyazaki prefecture model in Japan, where the government provides processing equipment, technology, and guidance on health and safety standards for farmers, farmers can first try proofing and then do follow-up market evaluation, so that agricultural processing can blossom in all parts of the country.

The Law on the Management of the production and Verification of Agricultural products has recently passed the first reading of the Legislative Yuan, and the Council of Agriculture is responsible for managing the primary processing of agricultural products. Small-scale processing on agricultural land will be able to obtain a "primary processing plant for agricultural products," which is equivalent to a "factory registration certificate" under the jurisdiction of the Ministry of Economic Affairs.

Before actually setting up a small agricultural primary processing plant, farmers can first send their agricultural products to the improvement plant for proofing, make primary processed products, evaluate products, markets, and so on, and the proofing center and integration center will not charge any fee at all within a year.

The Council of Agriculture has set up agricultural value-added proofing centers in Taichung District Agricultural improvement Farm, Tainan District Agricultural improvement Farm, Kaohsiung District Agricultural improvement Farm, Hualien District Agricultural improvement Farm, Taitung District Agricultural improvement Farm, and Agricultural Experimental Institute, and set up an agricultural processing integration service center in the Taiwan Innovation Park of the Ministry of Economic Affairs. From the types of processed products, actual proofing, packaging design, market planning, channel sales, one-stop to assist farmers to enter the processing market.
