In order to expand the area of organic agriculture in China, the Organic Agriculture Promotion Law provides quite a number of attractive concessions and incentives, which was announced on May 30 last year, because there are still many supporting facilities to be completed, so it will not be formally implemented until May 30 this year. Recently, the Council of Agriculture has announced seven sub-laws one after another. apart from giving organic farmers incentives for ecological conservation, if farmers lease public land or state-owned land to engage in organic agriculture, the lease can be extended to more than 10 years, and the rent can be reduced by 40%.

According to the statistics of the Council of Agriculture, by the end of April this year, the organic planting area in Taiwan had reached 8956 hectares, accounting for more than 1% of the total arable land area, including 2946 hectares of rice, 2814 hectares of vegetables, 1440 hectares of fruits, 410 hectares of tea, and 1344 hectares of other categories such as miscellaneous grains and special crops.

The goal of the Organic Agriculture Promotion Law is to increase the area of organic and friendly agriculture to 80,000 hectares after eight years of implementation. Hu Zhongyi, director of Agriculture and Food Administration, said that if the area of organic and friendly agriculture reached 80,000 hectares in 116, that is, 10% of the total arable land. Recently, the North District Branch has also launched the "introduction to Organic and friendly Environment farming Handbook," hoping to provide help to farmers who want to get started with organic. Huang Junqin, head of the Agricultural Materials Section of the Agriculture and Food Department, explained that the organic planting area was about 9,000 hectares in the first half of the year, and the short-term goal this year is to reach 13500 hectares by the end of the year and 15,000 hectares in 109 years. The Agriculture and Food Department will allocate more than 1 billion yuan a year to promote organic agriculture, and it is expected that the organic planting area will grow by 10% every year.

Huang Junqin said that the focus of the Organic Agriculture Promotion Law includes "organic equivalence," which means that one year after its implementation, Taiwan will no longer recognize the organic label of its exports to Taiwan if it has not signed an organic verification agreement with Taiwan.

In addition, according to statistics up to April this year, there are 3237 hectares of friendly farming in China. Friendly farming in the transitional period before becoming organic agriculture is also the object of organic agriculture promotion. The law stipulates that if organic agricultural products and organic transitional agricultural products contain prohibited substances, but farmers can prove that necessary protective measures have been taken, and the competent authorities have identified them as neighboring field pollution, they will not punish farmers. The law also points out that if minor violations such as signs are marked, improvements can be made within a time limit.

Huang Junqin said that "lease term protection" and "rent concessions" are also clearly stipulated in the mother law. According to the "preferential measures for the Lease of Public Land or State-owned Land for Organic Agriculture", when leasing public land or state-owned land, the administrative organ shall give the lessee a lease guarantee of at least 10 years and less than 20 years; there is also a discount on the rent, which requires only a 40% discount on the lease contract, and can also enjoy the same discount when applying for renewal of the lease at the expiration of the lease. Huang Chun-chin points out that in addition to working with Taiwan Sugar to release more organic farmland, more organic farming areas will be launched in the future to provide organic farmers for farming.

According to the "Organic Agriculture Award and subsidy measures", it is pointed out that the certified land in the period of organic transformation can receive awards and subsidies ranging from 60, 000 yuan to 240000 yuan per hectare per year, and the maximum period of the same land incentive and subsidy is 3 years. The land that has obtained organic certification can apply for the "Conservation and Ecological Conservation Award", which ranges from 30, 000 to 240000 yuan per year, depending on agricultural products. Environmentally friendly farming land can also apply for conservation and conservation awards, with an annual award of 30,000 yuan per hectare for a maximum period of three years. Huang Junqin said that it is expected to encourage friendly farmers to switch to organic farming.

The Organic Agriculture Promotion Law stipulates that the Council of Agriculture should regularly put forward a plan for the promotion of organic agriculture. Huang Junqin said that at present, the organic agriculture promotion plan has been commissioned by experts and scholars to propose it at the end of the year, and there will be more detailed promotion methods and budget at that time.
