The rule of opening only one foreign worker is too strict. Automation and mechanization are the upgrading directions that dairy farmers should consider.

The Council of Agriculture said that to alleviate the problem of agricultural labor shortage, foreign workers should be opened on the principle of supplement, and the upper limit for opening up the dairy feeding industry is 400, and the upper limit for the opening of outreaching agricultural services is also 400. Applications can be made if they meet the eligibility requirements. Take the dairy breeding industry as an example, hard work belongs to the 3K industry with the characteristics of dirty, dangerous and hard work. Chinese people have a low willingness to engage in cheese agriculture and have a serious shortage of jobs.

The qualification of dairy breeders who can apply for foreign workers, including: natural persons registered and holding legal farm registration or livestock and poultry breeding registration certificate, more than 80 breeding heads, and a total of more than 4 agricultural and labor insurance people in the farm, one foreign worker may be employed, and the upper limit is 1 person. Chen Youxin, director general of the Liuying District Peasant Association, said that the dairy farmers on this side of Liuying raise at least 80 to 500 dairy cows, but they can only employ one foreign worker. Cheese farmers report that there is a problem with distribution, and the shortage of work in livestock farms is really very serious. Dairy farmers strongly demand that the farmers' associations reflect to the Council of Agriculture, hoping that the quota can be increased in the future.

In response to Chen Youxin, Chen Jizhong said that the 400-person limit was tentatively set in the first year of implementation, and the adjustment will be discussed with the Ministry of Labor in the future depending on the implementation situation. Therefore, dairy farmers should try to enhance their competitiveness through automation and mechanization. To solve the problem of labor shortage, the more manpower is provided, the better. Instead, the demand and dependence on manpower should be reduced.

Chen Jizhong said that outreaching agencies are the key to the success of the policy of outreaching services. Agricultural and fishery associations, cooperatives or non-profit organizations employ foreign workers and then make dispatch according to the needs and applications of farmers. However, Chen Jizhong is worried about whether the income of farmers' families will be affected, because the temporary workers needed in agriculture are usually opportunities for the rural population to earn extra money. he has repeatedly asked the peasant associations to give priority to this issue when dispatching foreign workers. priority should be given to the use of professional groups, new farming groups, technical missions, mechanical groups, foreign labor supervisors, and even holiday farmers and college students, and then consider dispatching outreaching agricultural services.

Chen Jizhong said frankly that he was worried that agriculture would not be able to make progress in the future. if foreign workers are quoted because it is very convenient and cheap, agricultural jobs may face the problem of persistently low wages in the future. that is, despite economic development over the past decade, they only want to open up foreign labor. as a result, domestic wages cannot rise. Therefore, although the government has opened up foreign agricultural workers, the Council of Agriculture has provided even greater incentives for the employment of professional, new farming, technical, mechanical, foreign service supervisors, holiday farmers, college students, and so on.

The shortage of workers in agriculture cannot be improved only by opening up foreign workers. Chen Jizhong points out that the 91 agricultural labor force regiment was set up in 107, recruiting 1935 people, working more than 270000 person-days and serving more than 4, 000 farms. Measures such as holiday farmers and encouraging students to work have also been taken to increase the willingness of Chinese people to engage in agriculture. According to the assessment of the Council of Agriculture, these measures should have improved the manpower demand for half of the seasonal shortage of workers in domestic agriculture.
