The "upstream and downstream" interview with Tsai Ying-fu, director of the Planning Office of the Council of Agriculture, gave a detailed explanation on the progress and direction of implementation of the policy.

Take stock of about 5,000 hectares of idle arable land and encourage old farmers to rent it out at ease.

Cai Yifu said that in 106, the Council of Agriculture conducted a national inventory of agricultural land and found that many excellent arable land were completely idle, neither cultivated (without fallow subsidies) nor leased, covering an area of more than 5,000 hectares, many of which were even located in fine agricultural areas, but not for agricultural use.

On the basis of more than 5,000 hectares, and after screening according to the conditions of irrigation water sources, the Council of Agriculture has counted nearly 5,000 hectares suitable for farming, providing more incentives and protection, and encouraging old farmers to release land resources.

Provide incentives to encourage old farmers to lease their land, and the government acts as a notary.

Tsai Chun-fu explains that most old farmers are not willing to hand over their land to strange lessors, but if the government or peasant groups entrusted by the government play the role of a third-party fair person, and then mediate with farmers who are willing to lease land, in addition to ensuring that the land will not be maliciously used, the government will also provide incentives as incentives.

The scale of the reward is still under discussion, but Tsai Chi-fu, for example, rewards old farmers for leasing land with an amount ranging from NT $5,000 a month. If they are willing to sign long-term contracts, the reward can be increased, and the lessees can also have more stable protection.

Cai said that although the government provides "agricultural land bank" services, it does not provide incentives and other measures, but only put the information on the Internet, so the effect is limited. In the future, with government incentives, plus rental income, it will enable old farmers to receive a certain degree of income, but also increase rental incentives.

Does the landlord sign a contract with the peasants or with the government?

Cai explained that according to Article 108 of the current Land Law, cultivated land shall not be subleased in order to protect agricultural land from being monopolized by specific people, but with the change of times, the fragmentation of agricultural land has become more serious, and this provision has caused restrictions on land circulation. therefore, the Council of Agriculture has drafted an amendment to the Agricultural Development regulations and is agreeing with the Ministry of Finance that if it can be passed smoothly in the next session, the government will be able to act directly as the lessee. Lease the idle land of farmers and then sublease it to farmers in need.

Before the amendment of the law is passed, the Council of Agriculture expects to adopt a "registration system" to set up a platform for agricultural land leasing, in which farmers who are willing to lease land are invited to register, and farmers who are willing to rent are also registered through the platform. The government or farmers' groups or government agencies entrusted by the government play the role of a "fair third party". In addition to mediating and leasing, it also ensures that agricultural land will be properly used and gives old farmers peace of mind. There will be no similar problem of "renting for a long time is someone else's".

The farming project is unlimited, but it will guide the "group production area" model.

Tsai Chun-fu explained that due to the regulation of agricultural land by state-owned enterprises, the 294 hectares of land to be released by Taiwan Sugar is not allowed to grow crops that "may be out of balance between production and marketing" (a rolling review at any time). However, there will be no crop restrictions on the farmland leased on the farmland leasing platform in the future, but the Council of Agriculture will put forward guiding suggestions to encourage integration with the existing groups around them.

For example, if the agricultural land is near a red bean group producing area or a fruit orchard, for example, farmers will be encouraged to grow the same crops, or they can also join the group producing area, so that they can get more lease opportunities. Apart from providing more protection to farmers, the government can also effectively grasp the overall information on production or develop regional group cultivation.

Both landlords and practitioners are registered, and different types of subsidies can be accurately diverted.

Tsai Chi-fu explains that at present, when many landlords lease agricultural land, they are unwilling to sign paper contracts. As a result, when the government provides production subsidies or marketing resources to farmers, disputes often arise because the tillers do not have contracts to prove the facts of farming. In the future, if there is clear registration information through the agricultural land leasing platform, landlords will receive incentives for leased land, and practitioners will get relevant subsidies to encourage production, so that subsidies can be more accurately put in place.

The draft policy was put forward in June, and the land was counted one after another on the road.

Cai Yifu said that the draft agricultural land leasing platform is expected to be submitted in a month's time. As for the 5,000 hectares already counted, how much can be provided? Where is the exact location? Cai explained that intensive contacts have been made with landlords, hoping to release them gradually, and the more people respond, there will be a rolling effect.

At present, the agricultural land listed is all over Taiwan, but there is no agricultural land available for release in Taipei City, Keelung City, Chiayi City and the outer island, and there is an inventory of potentially available agricultural land in other areas.
