The shortage of workers in agriculture has been a problem for a long time. In addition to integrating the domestic labor force, whether to open up the introduction of foreign migrant workers is the focus of attention from all walks of life. At the end of March this year (2019), the Ministry of Labor passed the relevant draft of opening up foreign migrant workers in agriculture. Cai Peijun, executive secretary of the Agricultural Manpower Office of the guidance Office of the Council of Agriculture, said that three plans will be implemented: "Taiwan-Indonesia Youth Farmers Internship Program", "Agricultural migrant Labor Outreach" and "opening up Foreign migrant Workers in Dairy breeding Industry". Officially open up foreign manpower to strengthen Taiwan's agricultural labor force.

Cai Jiejun said that at present, three plans have been adopted, and the detailed amendments are expected to be completed by the end of April, and applications will be accepted in early May. If it runs smoothly, three foreign manpower plans, coupled with five domestic labor adjustment plans, are expected to alleviate 70% to 80% of the labor shortage in domestic agriculture.

The introduction of foreign migrant workers is only a supplement, and the upgrading and guidance of the industry should still be carried out.

The guidance Office of the Council of Agriculture said that when the agricultural manpower service was planned two years ago, foreign manpower had already been included in the plan, and the plan proposed as the last step to solve the problem of labor shortage would not be introduced hastily until all the options had been tried. After two years of trying, there is still a shortage of domestic labor, so this year we propose to open up the option of diversified foreign manpower, so as to provide farmers with more choices to relieve their manpower.

Su Menglan, deputy director of the Counseling Department of the Council of Agriculture, says that in the long run, of course, we hope to guide more Chinese people to participate in agriculture, but in the short term, the labor gap still has to be filled by foreign migrant workers. At present, the agricultural labor force in Taiwan can only relieve about 45% of the labor force. She says that if she joins the help of foreign migrant workers, coupled with the original domestic labor force, she hopes that the manpower gap can be increased to 70% to 80%.

The Advisory Committee of the Council of Agriculture said that according to the survey, there are many possible reasons for the shortage of agricultural workers that need to be verified. If manpower cannot be recruited because of the difficult employment environment, it is hoped that foreign manpower can temporarily alleviate the situation; if the industry is generally accustomed to using cheaper manpower, but filling manpower vacancies is not the way to get to the root of the problem, the real solution is to upgrade and provide counselling through the whole industry. Through these different functions of human resources, the government can also cross-check to find out the real main cause of the shortage of domestic agricultural workers.
