According to a survey conducted by the Council of Agriculture, there are three major difficulties for young farmers to return to their hometown, including the lack of land, funds, and access. In view of the lack of land, the Council of Agriculture cooperated with Taiwan Sugar to provide a total of 94.1 hectares of organic parks and 16 warm-net rooms in Yunlin, Tainan, and Kaohsiung, allowing young farmers to enter production. Some of the rent is given to young farmers at a rock-bottom price, and farmers can also apply for subsidies for related materials in accordance with the "Green Environment payment Plan for Land" and "guidance measures related to Organic Agriculture and friendly Environmental farming."

Xie Bingyin, a young farmer involved in the project, said that through Taiwan Sugar's land, the goals of planned production and year-round supply can be achieved, and because of a stable supply volume, the channel is easier to negotiate. Lin Jianyou, president of the Tainan Youth Farmers Association, said that when many young farmers return home and want to invest in organic cultivation, they often face the plight of pollution in neighboring fields. Through TSC's organic zone, this problem can be solved and young people can cross the threshold of organic agriculture. There is no need to worry about rent increases.

Chen Jizhong said that in addition to proposing a solution to the lack of land, the Council of Agriculture has provided e-fingers to apply for loans for young farmers this year, so that they can quickly obtain personalized loans. In view of the lack of access, the Council of Agriculture has set up counters at Taipei Station, Songshan Station, Nangang Station and other places to sell green agricultural products, and has also cooperated with major road operators to sell green farmers' specialty products. He also hopes that TSC will be able to provide more land for young farmers to cultivate in the future.
