Ibaraki Prefecture is one of the largest agricultural counties in Japan. The area of Lijian City is about the same as that of Takeshan Town in Nantou, and its population is not far from that of Hsinchu Hukou Township and Luodong Town in Ilan. In addition to agriculture and the famous Kasumi, the main economic output depends on traditional manufacturing. With the gradual decline of Japan's economy after the 1990s and the impact of the March 11 earthquake, the trend of population outflow has become more pronounced.

In order to revitalize the place, the city implements four strategies, namely, medical care, revitalizing street houses, reviving agriculture and promoting local pottery, so as to make Kasumi a livable and futuristic town. Strategy 3. Revive agricultural land and regain the honor of "Japan's first" chestnut producing area.

In addition to the increasingly serious waste of housing and construction land in Lijian City, with more and more people leaving agriculture, the problem of idle land has also surfaced. In addition to investing in the subsidy project of "activating the cause of city, street and land" and inviting private units to give new life to empty houses, the government set up a "Lijian City Agricultural Commune" in 2014, in an attempt to alleviate the problem of idle agricultural land. We also hope to give full play to the intermediary function between farmers and consumers, bring into the thinking of six-level industrialization, and improve farmers' income.

From Lijian City, we can see the local efforts for the creation of villages and towns in Taiwan.

During this visit to Japan, through the visits of various relevant departments, we can realize that most of the more than 1700 cities and villages in Japan are facing the problem of old age and young children, as well as the extended hollowing out of places. Although the city in Ibaraki prefecture visited by the author and his party is not a famous classic case of local creation, by understanding its current situation and development, it can better reflect the general situation and challenges of the Japanese city and village.

From the case of Lijian City, we deeply feel that the formulation of local creation strategy needs to face the consideration of realistic conditions, the cultivation of talents and the management of local relationship. In addition to taking a pragmatic inventory of the characteristics of local resources and identifying key work items such as medical care, chestnut production and marketing, and the ceramic industry, the Lijian municipal government has also taken the initiative to build a more friendly work and life support system for entrepreneurs and immigrants, so that talents in various fields can settle down and promote local development.

Among them, the media mechanism for idle space and land, and the establishment of agricultural communes to alleviate the situation of idle agricultural land impressed the author, showing the flexibility and initiative of the local government in the process of promoting local creation. Although the national conditions are different from the functions of local governments, their thinking and practices may provide reference and reference for township governments when the domestic local creation policy is launched.
