The local creation policy is in full swing. In the face of this upsurge, the first question for many people is: "what is the difference between local creation and community building?" Since there is still a community building policy, why do we need a local creation policy? "

To answer this question, I always say that if you are big enough and strong enough to expand the scope of the community, then the meaning of local creation and community building is actually the same. Both emphasize on the ground, spontaneity and action, and the only difference lies in the problem consciousness and the category of action. The first and foremost problem that local creativity has to deal with is the impending aging and population decline. the geographical scope of concern is also larger than that of community construction, and the approach is more cross-disciplinary, so as to effectively reduce population outflow and summon young people to return home or move.

(4) Innovation in community building techniques and themes of concern:

Over the past decade, many communities have begun to welcome art and social enterprises to invest in the construction of old houses and the regeneration of neighborhoods, so as to promote the well-being needs of the elderly. In industry, more and more communities operate residential accommodation, eco-tourism, companion gift development, catering improvement, and so on. However, whether these developments can increase employment, retain talents or attract talents to return home is the focus of social creators in order to respond to the challenges of local creation.

(5) the construction of the community pays more attention to the first and third departments, neglecting the strength of the enterprise:

The community building policy was originally proposed by the central government and responded by non-governmental organizations. unfortunately, it has not been able to establish a mechanism for enterprises to invest in social construction, thus reducing the fresh resources of the private sector. In addition, among the three levels of government, they have always placed more emphasis on counties and municipal governments and less on township and district offices, so that they are most alienated from the nearest self-government, which is a great pity. In the future, more local enterprises should be invited to join and encourage grass-roots public offices to achieve the goal of "administrative society."

(6) the participation of young new forces in community building does bring out a different atmosphere:

In recent years, there has been an increase in the number of young farmers returning to their hometown, green innovation teams settling in small towns, and the new second generation taking over the old stores. They generally have new knowledge and skills, coupled with the convenience of network connection, cross-disciplinary cooperation has become daily. Observing that this new generation is engaged in community building, its mentality is more relaxed and its approach is more comfortable, which is worthy of support and encouragement. Their experience is an important reference for promoting local creation, and it will also be an important force for local creation.

Based on the above observation and analysis, in terms of the development context of community building itself, there are several major challenges waiting for breakthroughs at the present stage, including the expansion of the scope of attention of social actors, the active introduction of enterprise power, the encouragement of public knowledge, and so on, which is also the premise of local creation. We can say that local creation is community building on a larger scale, but in the past, community building lacked attention to the issue of population decline, but now it is a critical time to face this problem together, and we need to mobilize all levels of society to move together.

With reference to the development experience of the community building policy, social mobilization should start from the discussion, and only after the topic has spread, public opinion agitation, and action exploration, will the problems and ideas be deeply rooted in the hearts of the people, and then support broader actions. Look forward to local creation to become a social movement, set off a wave of people to attach importance to the development of their hometown, and work together to stimulate local vitality! Local creation should be a policy based on social mobilization. Without sufficient social mobilization, the policy cannot succeed.
