The two documents put forward the objectives, strategic priorities, policies and measures for the development of biological industry in Yunnan Province. It is mentioned that it is necessary to highlight the cultivation of 12 kinds of advantageous biological industries: tobacco, animal products, vegetables, tea, potatoes, biomedicine, sucrose, flowers, woody oil, rubber, fruit, wood and bamboo processing and pulp and paper. By 2012, the planting area of flowers will increase from 345000 mu in 2007 to 700000 mu, the development of characteristic flowers will achieve a new leap, and the total output value of the industry will increase from 8.4 billion yuan to 30 billion yuan.

In terms of taxation, support should be given to the biological industry, such as "income from enterprises engaged in the cultivation of flowers, tea, silk, beverage crops and spice crops shall be reduced by half; income from qualified agricultural, forestry, animal husbandry and fishery projects shall be exempted from enterprise income tax.
