On April 23, the Ministry of Finance, together with 11 ministries and commissions, including the Development and Reform Commission and the Ministry of Commerce, jointly issued the rules for the Operation of Home Appliances to the Countryside, which made major adjustments and norms to the operation methods of Home Appliances to the Countryside, greatly simplified the examination and payment procedures for subsidies for Home Appliances to the Countryside, and made specific provisions on improving the product quality of household appliances going to the countryside, improving after-sales service, and strengthening the supervision and management of production and sales enterprises. One of the most important elements is:

Subsidy funds must be paid within 15 working days

In Inner Mongolia, Liaoning, Dalian, Heilongjiang, Anhui, Shandong, Qingdao, Henan, Hubei, Guangdong, Guangxi, Hainan, Chongqing, Sichuan, Shaanxi, Gansu and other 16 provinces, autonomous regions, municipalities directly under the Central Government and municipalities separately listed on the State plan. Pilot reform of subsidy procedures. Remove the restriction between the delivery registration of production enterprises and the entry of sales outlets, cancel the examination and verification of township finance and the payment of county finance bureau, and change to the examination of sales outlets and the payment of township finance. In the unreformed areas, the original "examined and approved by the township finance office and redeemed by the county finance bureau" was adjusted to "the township finance office examined and paid directly".

Regardless of whether or not the reform of the subsidy procedure is carried out, where it is difficult to pay by means of "one card" or "one discount" due to reasons such as imperfect bank network and sparsely populated land, the sales agent may examine and advance the subsidy funds and liquidate them with the financial department. After the above simplified measures are taken, the subsidy funds must be paid within 15 working days after the farmers apply for subsidies.

The products are expanded to include 9 types of computer air conditioning water heaters.

The products of home appliances going to the countryside include color TV sets, refrigerators (including freezers), mobile phones, washing machines, computers, air conditioners, water heaters, solar water heaters, gas water heaters, solar water heaters), microwave ovens, induction cookers and motorcycles have been included in the subsidy channels for cars.

The maximum price of household appliances going to the countryside is as follows:

3500 yuan for color TV, 2500 yuan for refrigerator (including freezer), 1000 yuan for mobile phone, 2000 yuan for washing machine, 2500 yuan for wall-mounted air conditioner, 4000 yuan for floor-mounted air conditioner, 1500 yuan for storage electric water heater, 2500 yuan for gas water heater, 4000 yuan for solar water heater, 3500 yuan for computer, 1, 000 yuan for microwave oven and 600 yuan for induction cooker.

Each type of household appliances going to the countryside is subject to a restriction of 2 sets (pieces), and the financial department gives 13% subsidy to the sales price of the products purchased by farmers. The selling price of household appliances going to the countryside shall not be higher than the winning price of the product and the price of similar products in the market in the same period, but it can be sold below the winning price with the decrease of cost and the factors of supply and demand.

Tax invoices must be issued

In order to protect the rights and interests of rural consumers to enjoy subsidized prices, the detailed rules stipulate that the sales outlets of home appliances to the countryside must issue tax invoices for farmers who buy products from home appliances to the countryside, and indicate the product model, price, product identification card number, buyer's name and ID card number and other information on the invoice.
