Recently, Chen Qingfu, a big grain grower in Feiyun Town, Ruian City, Wenzhou, planted early rice "Zhongjiazao 17" with a maximum yield of 658.9 kg, setting a new record of 624.9 kg per unit area in Zhejiang Province set by him last year. He has become a veritable local grain grower.

In Zhejiang, Wenzhou is a typical grain shortage area, with a per capita cultivated land area of only 0.31 mu. However, Wenzhou's annual grain demand reaches 4.8 billion jin, self-produced grain is only 1.8 billion jin, and the self-sufficiency rate is only about 35%. In addition, the developed private economy has also made many Wenzhou people choose to go to sea to do business instead of living on one mu of land. Under such circumstances, the enthusiasm of local farmers to grow grain has continued to decline in recent years, and grain production, especially early rice production, has declined year after year.

In June 2007, Chen Qingfu and six farmers in the village spontaneously set up a Ruian Bethel grain professional cooperative and contracted 1500 mu of paddy fields for the villagers at a price 10 to 15 yuan higher than the local market price per mu in the form of bidding. Mainly grain and vegetable planting and sales services. Last year, Chen Qingfu's early rice yield reached 624.9 kg, making him the "number one" in farming in Zhejiang Province. This year, the Zhejiang Provincial Agriculture Department organized experts to test the yield of Chen Qingfu's high-yielding demonstration field of new early rice varieties. The highest per unit yield of early rice "Zhongjiazao 17" reached 658.9 kg, an increase of 34 kg over the highest yield last year, and the total grain output also reached more than 1 million kg.

Shen Changcheng, deputy mayor of Feiyun Town, Ruian City, told the China Industrial and Economic News that in order to further adjust the agricultural structure, speed up land transfer, and make farmers feel that farming will yield benefits as well as running factories, Feiyun Town will actively build a functional area of 10,000 mu of grain production, realize the industrial management of the land, let farmers really become the owners of the land, and operate the land as capital.
