County magistrate and "village official" do more harm than good.
(agricultural Wealth Network) in Zhongxian County, Chongqing, the secretary of the county party committee, county magistrate, and 28 municipal cadres, including the county party committee, the National people's Congress, the government, and the Chinese people's political Consultative Conference, have respectively served as the secretaries of 28 joint party committees in rural areas. It is said that this is to explore the establishment of "six major systems" such as the organization of urban and rural co-construction. (Chongqing Evening News, November 10) according to the report, the move has been fruitful, and the people of the village also welcome this form of co-construction. However, the disadvantages brought by this form of co-construction can not be ignored, it is not only easy to lead to confusion of the duties of officials, but also may lead to substantial unfairness.
First of all, it is easy to confuse the duties of officials. On the one hand, the work that does not belong to the scope of their own functions is added to the city management officials, which may affect the exertion of their own work functions. Moreover, the result of adding an extra "mother-in-law" is objectively depriving the village officials of their right to work, which is not conducive to the exertion of their own functions.
The move is also suspected of adding a first-tier grass-roots organization. This so-called "joint party committee" is responsible for managing two to four village-level party organizations. So, how can this "joint party committee" be defined? Does it accept the direct leadership of the county party committee or the leadership of the local township party committee?
In addition, it may lead to de facto unfairness. Because they are part-time, city officials are likely to tilt their power to the village where they work part-time. For a village-level organization, it is an indisputable fact that some problems that are usually difficult to solve will become easy under the care of municipal officials, and villagers like such part-time jobs here. But what about other villages?
If every official can conscientiously perform his duties, do practical things and work for the welfare of the people, why take a part-time job as a village official?
