I want to use 'wireless Internet', but the Internet fee is unbearably high. Alas, now the rural conditions are not good, there is really nothing we can do about it! "

According to the "Statistical report on the Development of China's Internet" released by the China Internet Network Information Center in July 2009, as of June 30, 2009, the number of Chinese Internet users had reached 338 million, with a penetration rate of 25.5%. The number of Internet users has increased by 40 million compared with the end of 2008, with a half-year growth rate of 13.4%. The number of Internet users in China has maintained a trend of rapid growth. The number of broadband Internet users reached 320 million, accounting for 94.3% of the total Internet users. Although the broadband penetration rate in China is very high, the broadband access speed lags far behind the Internet developed countries. The number of netizens in rural areas reached 95.65 million.

The national policy of "home appliances going to the countryside" has effectively promoted the popularization of computers in rural areas. The "broadband netizen resources" in rural areas are very huge. However, at present, the problem of "difficulty in accessing the Internet" in rural areas, especially in remote areas, is very prominent. from what I know, it can be summed up in three aspects: first, the network is incomplete. In many rural areas, there are not many peasant families with desktop computers, while those with laptops are only "rare". As there are many places below the town and township where broadband is not available, Netcom and TieTong do not have an extended network, farmers mainly rely on telephone lines to access the Internet at home, which is not only slow, but also so expensive that many people shout "unbearable." Because the residences of many farmers are too far away from the "station" of telecom, they can not connect to the Internet with telephone lines at all. There are still many places in rural areas that do not have access to the Internet. Second, the Internet fee is on the high side. To connect with a telephone line, the average monthly network fee is about 80 yuan, which is nearly 1000 yuan a year, which is difficult for the average peasant household to bear. Using wireless Internet access, not only the network fee is higher, but also the investment in updating the computer has to be increased. For the average peasant household, I dare not expect it. Third, it is difficult to maintain. At present, there are few computer maintenance outlets in rural areas. If there is something wrong with the computer system and needs to be repaired, send it to the repair shop for repair. the maintenance fee is not less than 20 yuan, plus round-trip transportation expenses, which is usually 40 yuan at a time. If professional maintenance personnel are invited to repair, the maintenance fee is generally less than 50 yuan, "no talk".

The author has deep feelings about the problems existing in the above three aspects. At present, giving full play to the role of the network and other information means in helping agriculture and promoting agriculture remains to be deeply dug. This paper puts forward two suggestions on how to promote the information construction of the new countryside and effectively solve the problem of access to the Internet in rural areas for reference:

First, meet the Internet conditions of the broad masses of farmers as soon as possible. The development prospect of Internet and telecommunications market in rural areas is very broad. In accordance with the construction principle of "government leading, market operation, multi-party participation and joint promotion", government leadership and market operation should be implemented, rural communication infrastructure construction should be effectively strengthened, positive policies and regulations should be formulated, and corresponding preferential policies should be issued to encourage and support communication operation companies to actively open up the rural market and mobilize the enthusiasm of enterprises and other social organizations. We will vigorously promote the "triple play" of the radio grid, telecommunications network and Internet, earnestly strengthen the construction of rural communications infrastructure, and actively open up the rural information market. Maximize to create conditions for the broad masses of farmers to surf the Internet, meet their needs for culture, science and technology, and provide more services for farmers to surf the Internet.

Second, significantly reduce network fees in rural areas. At present, the income of farmers is not high. In recent years, the network fee remains high, which restricts farmers' access to the Internet to a great extent, and also has a great impact on the effectiveness of "home appliances going to the countryside". It is suggested that the government should introduce corresponding preferential policies, or give appropriate subsidies to Internet operators, so as to greatly reduce the Internet access fees of farmers and keep the Internet access fees in rural areas below 30 yuan per month, or to give special "direct subsidies" to Internet users in rural areas, so that the Internet access fees in rural areas will no longer become farmers'"pain of getting online", so as to encourage farmers to get rich online.
