Since Nanxiang Town launched the activity of studying and practicing the scientific concept of development, in accordance with the requirements of "party members and cadres receive education, the level of scientific development, and the material benefits of the people", how to improve the social security level and level of farmers leaving the soil? to speed up the process of citizenization of farmers has become one of the current key tasks of the town party committee and government.

The pace of urbanization has gradually brought "farming and autumn harvest" away from our lives, and more and more agricultural land has been replaced by factories, so that a considerable number of farmers who leave the soil have fallen into the predicament of "no land and no security". Since 2003, the city has taken the lead in introducing the "town security" system in the country, which has solved the basic social security of farmers leaving the land to a great extent. Nanxiang Town has also solved the work of "town security" and land expropriation for old-age farmers in three batches one after another.

For those farmers who voluntarily participate in the "town security" through the land record, after filling out the application form and signing the quadripartite agreement on land transfer, the town government will follow the principle of implementing the overall linkage of social security, land disposal, and household registration. 60% of the average salary of the staff and workers in the city in the above year is the base of payment, and the town security is implemented at one time.

The introduction of this policy will not only bring all the separated farmers of five ages in Nanxiang Town into the scope of "town security," but also lighten the burden on farmers in terms of old-age care, medical care, unemployment, and so on, so that the broad masses of rural people can share the fruits of reform and development.

After a preliminary survey, Nanxiang Town in line with the town security policy of more than 1600 farmers, the government invested a total of nearly 200 million yuan. A work leading group has been set up in Nanxiang Town, and the specific work will be fully carried out this month and completed by the beginning of next year.
