3.75 million farmers in Guangdong are the first to enjoy "old-age support"

From this year to 2010, pilot projects will be carried out in 14 counties (districts), including Pingyuan County, Meizhou City. About 3.75 million farmers will be included in the old-age security, accounting for about 10% of Guangdong's eligible farmers. The pilot project will be fully launched from now on, and will be gradually expanded to basically achieve full coverage of agricultural insurance in Guangdong by 2020, eventually benefiting 38 million farmers directly.

The standard of payment is set at five levels.

According to the measures, rural residents who have reached the age of 16 and have household registration in Guangdong Province and have not participated in the basic old-age insurance for employees of urban enterprises (including fishermen, herdsmen, etc., excluding school students) can voluntarily participate in agricultural insurance in the place of household registration. The fund consists of individual contributions, collective subsidies, government subsidies and social donations.

The standard of individual payment is set at 100 yuan, 200 yuan, 300 yuan, 400 yuan, 500 yuan and other five grades per year, and one of the grades is chosen by the insured. All localities can increase the level of payment according to the actual situation in Hong Kong. The mode of payment of the insured is set flexibly, and it can be paid monthly or quarterly or annually, but in a natural year can only choose the same way and standard of payment. At the time of the implementation of the system, participants who have reached the age of 45 can "pay" endowment insurance premiums for a number of years, but not more than 15 years at most. Conditional village collective economic organizations shall subsidize their members' participation in insurance, and the amount of subsidy shall be determined by the village collective economic organizations.

Pension benefits are composed of basic pension and individual account pension, which are paid for life. Among them, the basic standard of basic pension is 55 yuan per month. The monthly payment standard of individual account pension is that the total storage amount of individual account is divided by 139 (the same coefficient as the current individual account of basic old-age insurance for urban workers).

The government favors the middle-aged and the elderly

Lin Yingwu, deputy director of the Provincial people's Insurance Department, said that the financial investment in this new system is large, which fully reflects the responsibility of the government. The "measures" stipulate that finance at all levels should subsidize participants' contributions and basic pensions, that is, at both "entrance" and "export", at least 30 yuan per person per year for participants aged 59 years old, and 55 yuan per person per month for insured persons over the age of 60, so that financial subsidy funds become the main body of old-age treatment for farmers.

Establish a basic pension to highlight the fairness of the system. The new rural insurance system implements the model of combining individual accounts with basic pensions. The basic pensions funded by governments at all levels reflect fairness, while individual accounts based on individual contributions reflect differences. In the pension received by farmers, the basic pension is a big head, and the accumulation of individual accounts is a small head.

Tilt to the middle-aged and elderly farmers. When the new agricultural insurance system is implemented, those who have reached the age of 60 and have not enjoyed the treatment of basic old-age insurance for urban workers, after the insurance payment of their children who meet the insurance conditions, I can get 55 yuan of basic old-age pension by month without payment; farmers over 45 years old when the system is implemented, as long as they pay continuously, they can also get monthly treatment for less than 15 years. For the severely disabled and other poverty-stricken groups in rural areas, regional governments will also pay some or all of the minimum old-age insurance premiums for them.

Establish a dynamic mechanism for the level of payment and treatment to be appropriately adjusted with economic and social development and the improvement of farmers' income, so that the broad masses of farmers can share the fruits of development.

Establish a link between urban and rural security measures. The new rural insurance clearly defines the connection between the new rural insurance and the old-age insurance for enterprise employees, which adapts to the characteristics of mobile employment between urban and rural areas of farmers.
