According to a report in Thailand's World Daily on November 17, Wei Chai, Minister of Foreign Trade of Thailand's Ministry of Commerce, said that at present, a number of countries have indicated that they need to order Tami in the form of official transaction (G2G), with a total amount of about 950000 tons. including the Philippines, Indonesia, Iran, Malaysia, Madagascar and Brunei, mainly for consumption and inventory. The Office of Foreign Trade is negotiating with nine countries.

Although the food crisis in 2009 is not as serious as last year, there are still many countries that need Thai rice. At the initial stage, it is not possible to clearly determine the sales price of rice, but it is believed that with the increase in demand, the price of rice will not fall.

Weicha said that at present, a number of foreign countries are experiencing serious natural disasters, including India, Egypt, the Philippines, Australia and Indonesia, which may slow down rice exports next year and become an opportunity for Thailand to increase rice exports. Since the beginning of the year, the total amount of rice exported in the form of G2G has reached 950000 tons, and it is expected that it will not be less than 1.7 million tons in 2010.

At present, the export prices of all kinds of rice in the international market have increased by US $10-20 per ton, of which 5% of white rice export prices are US $520-530 per ton, steamed rice US $600 per ton, and jasmine fragrant rice an average of US $800 per ton. In addition, from January to November 13, 2009, Thailand's rice exports totaled 7.5 million tons, with a total value of US $4,325 million. it is forecast that the annual export volume will exceed 85-9 million tons, and the export volume next year will definitely be 9 million tons higher.

The Thai State Council reported that at a cabinet meeting held today (17), the Ministry of Commerce will propose to the cabinet to amend the regulations on rice trade in order to meet the changed economic situation. The main amendments include stipulating the Minister of Commerce as the agent in accordance with the law, and setting up a Rice Trade Committee in the Office of Internal Trade, with the Director of Internal Trade as the Secretary-General, responsible for submitting a work plan to the Committee, including resolving obstacles to rice trade, formulating measures to promote rice trade, and supporting rice trade policies.

In addition, the committee also needs to track the trend of rice trade, supervise rice traders, and have the power to appoint officials to inspect rice traders and issue licenses for rice traders.

The operator of the rice trade must not have his license revoked and must not exceed 2 years. If he continues to trade rice illegally, he will be fined no more than 100000 baht, plus an additional fine of 1000 baht per day. If the license expires and the operator fails to register for extension, he will be fined no more than 10,000 baht.
