But this is relative to national laws and regulations, and there are different numbers of wild animals in so many provinces in China, and the population and number of animals are the same as human beings, with dense and sparse distribution.

Sparse, so the provinces and regions can also formulate the levels and types of key protected animals in each province, this is the local key protected animals, the intensity of wildlife protection in each province is different, it will affect the issue of wildlife certification. In addition, the forestry bureau of each province, the specific department that handles the certificate is the forestry administration unit department under the forestry bureau. The professional attitude of the employees is different from the level of understanding of the relevant national policies, some are mechanically applied, some are afraid of responsibility, they would rather not pursue success, and only hope that there is a serious mentality that there is no fault, which also leads to the problem and difficulty of handling certificates.

Secondly, because some farmers are in remote rural areas, making use of their own spare rooms for a small amount of breeding, they have no awareness of applying for certificates at all. And I don't want to do it.

For those who want to apply for certificates, due to the corruption of local government personnel, they often use the reason of inspection work to go to farmers to ask for bamboo rats to eat, and farmers have no choice but to swallow their anger because of their demands. Moreover, according to the regulations on the implementation of wildlife protection, this phenomenon is particularly serious in some remote counties.
