Beijing subsidizes 10 yuan per breeder for breeding poultry affected by H7N9.
Since April, H7N9 has broken out in many cities across the country. While the number of confirmed cases is on the rise, the poultry breeding industry is also inevitably "infected".
Take Beijing as an example, the normal price of eggs produced in the city is more than 11.2 yuan / kg, with an average daily market of 411 tons. At present, sales in the middle and high end of the market are down by about 40%.
The average number of meat pigeon products on the market was 35000 a day in March, but most of them were not listed due to the impact of bird flu.
Faced with the current situation that the poultry industry has been hit by bird flu, Beijing's agricultural department yesterday introduced a subsidy policy to help enterprises maintain production.
Xinjing News: aimed at the poultry industry affected by the prevention and control of H7N9 bird flu, yesterday, the Beijing Municipal Bureau of Agriculture issued a financial subsidy policy of 10 yuan for each adult breeder and 3 yuan for each annual laying hen. The subsidy program for professional households of bulk poultry is studied and formulated by each district and county.
Subject to the number of columns deposited at the end of March
For the breeding farms that have obtained the "license for production and operation of breeding livestock and poultry" in the city, the agricultural department shall give production maintenance subsidies for one month (April 13-May 13), with a standard of 10 yuan per adult breeder. The number of subsidized breeder birds shall be based on the number of adult breeder birds stored in the breeding farms of the whole city at the end of March.
An one-time subsidy shall be given to the large-scale laying hens registered and put on record in the city, with a subsidy of 3 yuan for each annual laying hen, and an one-time subsidy for meat pigeon farms, the standard is 2 yuan for each meat pigeon. The quantity shall be subject to the number of registered columns at the end of March.
The subsidy policy also stipulates that according to the number of stockpiles in districts and counties, an one-time difficult subsidy will be given to professional households in bulk poultry raising, and the subsidy program will be formulated by each district and county.
Zhao Genwu, director of the Beijing Municipal Bureau of Agriculture, said that Beijing encourages large-scale farming, and the subsidy standard for free-range poultry farming will certainly be lower than that for large-scale poultry farming.
In addition, the designated meat and poultry slaughtering enterprises in the city will purchase the farmed meat and poultry according to the stocking and acquisition contract, and the storage expenses will be subsidized to the poultry products affected by H7N9 bird flu that are blocked and need to be stored. The subsidy standard is 700 yuan per ton for one month (April 13-May 13).
Find the number of false reports and deal with them seriously.
Liu Yaqing, deputy director of the Beijing Municipal Bureau of Agriculture, said that the subsidy application is based on farms, and each farm applies to the agricultural bureau of the district and county where it is located, submitting the corresponding quantity, which is then reviewed by the agricultural departments of the district and county, and the agricultural and financial departments at the municipal level. All districts and counties should make public the objects to be subsidized, and set up a telephone number for reporting, and the publicity period is seven days.
Liu Yaqing told the heads of agricultural departments in various districts and counties that it is necessary to ensure that the data of subsidy recipients are true and valid, and that municipal agricultural and financial departments will review the above data in districts and counties, and seriously deal with such acts as misrepresentation or repeated reporting. At the same time, the management of funds should be strengthened, and subsidy funds should be earmarked, and no unit or individual may expropriate, occupy, intercept or misappropriate them.
