An official of the Ministry of Agriculture said in an interview with the Economic Information Daily at the 2013 annual meeting of China's new agricultural industry that agricultural modernization has become the deficiency of the "new four modernizations". The core reason is that the construction of agricultural informatization still lags behind.

Zhang Hongyu, director of the Industrial Policy and regulations Department of the Ministry of Agriculture, said the data showed that China's agricultural labor production efficiency was only 1/5 of that of industry last year. Compared with industrialization, the development of agricultural informatization still lags behind. The 18th CPC National Congress put forward the requirement of simultaneous development of the four modernizations, and changing the deficiency of agriculture has become a major challenge facing the government.

According to Zhang Zhe, director of the Market and Economic Information Department of the Ministry of Agriculture, in the field of agriculture, there are mainly five problems in the development of informatization: first, there is a "digital gap" between urban and rural areas; second, the foundation for the development and utilization of information resources is weak; third, the phenomenon of "information isolated island" is very serious; fourth, the application of information technology is still seriously lagging behind; fifth, the information service of agricultural enterprises is still in its infancy.
