2014 livestock and poultry breeding standardization demonstration activities to create a work plan

In order to accelerate the transformation of livestock production methods and continuously improve the standardized production level of livestock and poultry breeding, our Ministry has decided to continue to carry out standardized demonstration activities for livestock and poultry breeding in 2014. This scheme is formulated to ensure that the creation work is carried out in a standardized and orderly manner.

1. Creating Goals

We will continue to carry out standardized demonstration of livestock and poultry breeding in the dominant areas of pigs, cows, laying hens, broilers, beef cattle and mutton sheep nationwide. Through training lectures, expert guidance and on-site assessment, 300 standardized demonstration farms of livestock and poultry will be established in 2014.

II. Creating Content

(i) Basic requirements

The production and operation activities of large-scale farms participating in the establishment must abide by the Animal Husbandry Law, Animal Epidemic Prevention Law and other relevant laws and regulations, have the registration procedures for farms and the Certificate of Animal Epidemic Prevention Conditions, have complete breeding files, and have no major animal diseases and quality safety incidents within two years.

1. Pig: More than 300 sows can be bred, and more than 5000 pigs can be produced annually.

2. Cows: There are more than 300 cows in stock.

3. Laying hens: The breeding scale (cage position) of laying hens is more than 10,000.

4. Broiler chickens: more than 5000 chickens are raised in a single house, and the annual output is more than 100,000.

5. Beef cattle: more than 500 fattening cattle are sold annually, or more than 50 breeding cows are kept.

6. Meat sheep: farms with more than 250 ewes in agricultural areas or more than 500 meat sheep annually; farms with more than 400 ewes in pastoral areas or more than 1000 meat sheep annually.

(2) Demonstration of content creation

The main contents of standardized establishment of livestock and poultry farms include:

1. Improved breeding of livestock and poultry. According to local conditions, select high-yield, high-quality and high-efficiency livestock and poultry breeds, with clear breed sources and qualified quarantine.

2. Cultivation facilities. The location of farms is scientific and reasonable, and production facilities such as livestock housing, breeding and environmental control meet the needs of standardized production.

3. Standardization of production. Formulate and implement scientific and standardized livestock and poultry feeding management procedures, equip animal husbandry and veterinary technicians suitable for feeding scale, strictly abide by relevant regulations on feed, feed additives and veterinary drug use, and implement information-based dynamic management in the production process.

4. Institutionalization of epidemic prevention. The epidemic prevention facilities are perfect, the epidemic prevention system is sound, the comprehensive prevention and control measures for livestock and poultry diseases are scientifically implemented, and the sick and dead livestock and poultry are treated innocuously.

5. Harmless excrement. The livestock and poultry waste treatment method is proper, the facilities are complete and the operation is normal, and the resource utilization of waste is realized or the relevant emission standards are met.

III. Key tasks

(i) Mobilizing propaganda. Each province (district, city) shall be specifically responsible for the demonstration establishment work in its own region, and shall refine the work plan according to the requirements, define the work content and timetable; the animal husbandry and veterinary competent department at county level shall organize publicity and launch work, ensure that the farm households know the establishment contents and requirements, mobilize the enthusiasm of the farm households, and create a good atmosphere for demonstration establishment.

(2) Strengthen technical support. All provinces and regions should establish and improve the assessment system for the establishment of technical expert groups in combination with the needs of the establishment activities, improve the expert team, effectively ensure that the expert group personnel are fixed, technically competent, responsible, fair and just, strengthen inspection and assessment, and timely adjust those that cannot give full play to technical services.

(c) Establishment of the unit. The Ministry of Agriculture approves the number of standardized demonstration farms established in different provinces and regions, and the number of animal species established shall be determined by each province in combination with the actual situation. The animal husbandry and veterinary competent department at the county level shall report the farm households voluntarily participating in the establishment to the provincial animal husbandry and veterinary competent department, the provincial (prefectural and municipal) farms to the provincial agricultural reclamation competent department, and the provincial agricultural reclamation department shall report to the provincial animal husbandry and veterinary competent department, and the provincial animal husbandry and veterinary competent department shall report to the Animal Husbandry Department of the Ministry of Agriculture for filing after examination and approval. The number of farm households participating in the establishment shall not exceed 120% of the approved number of establishment. The regional demonstration work organized by each region shall be established and accepted by each region according to the actual conditions and incorporated into the local demonstration field.

(4) Strengthen creation training. All provinces and autonomous regions shall be responsible for centralized training and technical guidance for the founding units of their respective provinces and autonomous regions, and each founding unit shall carry out infrastructure transformation and standardize management measures according to requirements.

(5) Implementation of acceptance and listing. The Ministry of Agriculture formulates the acceptance scoring standard for demonstration farms, and the acceptance scoring standard for 2014 is still implemented according to the standard of 2011, in which the number of dairy cows is adjusted to more than 300 (the electronic version of the standard can be downloaded from the information disclosure column of the website of the Ministry of Agriculture). Provincial animal husbandry and veterinary authorities may formulate acceptance scoring standards for their own provinces and regions in combination with actual conditions, but relevant indicators shall not be lower than the acceptance standards issued by our Ministry. All localities shall organize experts to evaluate and accept according to the acceptance scoring standards and established procedures, and publicize the standardized farms that have passed the acceptance in the local media, and report to the Animal Husbandry Department of the Ministry of Agriculture after publicity without objection. All localities must be strict in assessment, preferring quality to quantity. Our department shall organize spot check and review according to the reported results, issue unified external release and issue signs.

(6) Demonstrating effect. While organizing a new round of demonstration work, provincial animal husbandry and veterinary authorities shall focus on the listed demonstration farms, organize and carry out various forms of demonstration and promotion activities, ensure concrete measures and remarkable results, effectively make the standardized production technology of demonstration farms understandable and learned, and drive more farm households to benefit from the development of standardized production. All provinces and regions shall send the summary of demonstration and driving work to the Animal Husbandry Department of Animal Husbandry Department in electronic format before December 1.

(7) Strengthen supervision and management. The Animal Husbandry Department, together with the National Animal Husbandry General Station, organizes experts to carry out supervision and investigation, and guides all localities to carry out demonstration activities. Provincial animal husbandry and veterinary departments shall set up supervision and reporting telephones to accept social supervision and ensure that activities are open, fair and just. It is necessary to establish and improve the assessment mechanism for the creation of activities, and strengthen the daily supervision of the listed livestock and poultry breeding standardization demonstration farms in this province in accordance with the requirements of the Measures for the Administration of Livestock and Poultry Standardization Demonstration Farms of the Ministry of Agriculture. All provinces and autonomous regions shall organize and carry out the demonstration in accordance with the relevant provisions of the Measures for the Administration of Demonstration Sites.
