Since the beginning of this year, the reform theme has been the focus of the market, in which land transfer is an important part of the reform theme. Like other reform themes, the promotion and expectation of policies are closely related to the changes of land transfer plates and individual stocks. In September 2013, benefiting from the land reform and Hainan's expectation of taking the lead in solving the problem, land circulation and Hainan plate became the biggest hot spot in the market. Shen Yinwanguo pointed out that for the new round of reform, the mixed ownership reform of urban state-owned enterprises, the circulation of rural land, and the new urbanization of the county economy will be the three biggest points of interest, as well as the concentration of reform dividends.

The circulation of land use right refers to the transfer of land management right (the right to use) to other farmers or economic organizations, that is, to retain the right to contract and transfer the right to use. According to the nature and use of land in China, land can be divided into three categories: agricultural land, construction land and unused land. Land transfer is mainly related to agricultural land and rural collective construction land under construction land.

With the conclusion of the third Plenary session of the 18th CPC Central Committee in November 2013, the land transfer policy was officially announced. The decision of the CPC Central Committee on a number of major issues of comprehensively deepening reform adopted by the Plenary session mainly involves two aspects of the concept of agricultural land transfer. On the one hand, speed up the construction of a new agricultural management system; on the other hand, give farmers more property rights. Subsequently, the Anhui provincial government issued the "guidance of the Anhui Provincial people's Government on deepening the demonstration pilot work of Rural Comprehensive Reform" and decided to carry out demonstration pilot work of rural comprehensive reform in 20 counties (districts), including Woyang County and Hanqiao District. Affected by this, land transfer concept stocks rose sharply again, especially the relevant land transfer concept stocks in Anhui and Hainan.

Since the beginning of this year, the introduction of relevant policies on land transfer has been further accelerated. From the "opinions on comprehensively deepening Rural Reform and accelerating Agricultural Modernization" in document No. 1 of 2014 to the "Circular on the Division of Labor of policies and measures related to comprehensively deepening Rural Reform and speeding up Agricultural Modernization" issued in March, and then to the notice of the State Council approving and transferring the opinions of the Development and Reform Commission on the key tasks of deepening Economic restructuring in 2014. A series of policies reflect the determination to promote the reform of rural land system at the policy level. On August 11, 2014, the Circular on further accelerating the Registration and issuance of the right to the use of Homestead and Collective Construction Land was issued, emphasizing the acceleration of the registration and certification of the integrated right of rural premises, which further clears the obstacles to the promotion of land transfer policy.

A few days ago, the media reported that the "pilot Plan for the entry of farmland into the Market" drafted by the Ministry of Land, the Ministry of Agriculture, and the Central Bank is preparing to be submitted to the Central leading Group for comprehensively deepening Reform. The term of use of the right to the use of land shall be the same as the right to the use of state-owned construction land for the same purpose. At the end of October, the Ministry of Agriculture, led by the National Development and Reform Commission, the Ministry of Finance, and the Development Research Center of the State Council, will jointly hold a large-scale conference on the theme of land reclamation reform. While accepting the reform opinions and suggestions of other ministries and commissions, the Ministry of Agriculture will deploy a deep reform within the national land reclamation system. At present, the Ministry of Agriculture has formulated a land reclamation reform plan, and the specific path is to explore and cultivate international grain merchants by focusing on the development of three major agricultural strategic industries, such as grain, natural rubber and dairy industry. The development goal is to strive for the annual production of commercial grain to reach 100 billion jin by 2020, which will meet the food rations needs of about 35% of the domestic urban population, and at the same time, cultivate 2-3 agricultural enterprise groups to enter the top 500 in the world. In several major domestic land reclamation, the pace of Hainan land reclamation "going out" is also fast, which is worth paying attention to.

The reason why land transfer is favored by the market is closely related to its positive significance to the economy. First of all, land transfer can improve the efficiency of land allocation in the market, which can not only meet the growing demand for land from urbanization and industrialization, but also effectively protect cultivated land; secondly, land transfer can also protect the legitimate rights and interests of farmers. so that they can obtain more land value-added income, improve the income distribution structure, and increase the level of domestic demand. Finally, land transfer can also improve the comparative efficiency of agricultural production, which is the only way to realize agricultural modernization at an early date.

With the increasing expectations of reform, the recent market expectations for the deepening of land transfer system reform policies are also further improved, on the basis of 28 pilot areas of land transfer system reform at the end of last year, land (woodland) into the market and securitization, land management rights mortgage, rural homestead market-oriented trading policy is also expected to usher in substantial breakthroughs.
