As one of the provinces and cities where e-commerce has been comprehensively demonstrated in rural areas, our province officially launched the relevant work in November this year. A few days ago, the Provincial Department of Commerce and the Provincial Department of Finance jointly issued a "comprehensive demonstration work plan for e-commerce into rural areas". Pilot farmers in seven counties and cities go online to "go to the market"
As one of the first eight pilot provinces of e-commerce into rural areas, this year, our province will use 140 million yuan of central financial funds to select seven counties and cities to take the lead in building e-commerce into rural comprehensive demonstration counties (cities). Explore the development path and model of rural e-commerce with local characteristics, replicate and popularize, and open up the "last kilometer" of the two-way circulation of rural goods We will achieve online sales of agricultural products and online purchase of industrial products into the village, and accelerate the upgrading of the rural commodity circulation service system.
This year's "double 11" activities, the rural market is particularly dazzling. Statistics show that consumption from rural areas accounts for 10% of Alibaba's more than 57 billion yuan of transactions, and mobile phones, flat-screen televisions, boots and down jackets have all become hot-selling commodities in the rural market. "at the click of the mouse, rural residents can buy good products from all over the country, and through the Internet, Anhui's high-quality agricultural products can also be sold to the whole country, which not only increases farmers' income, but also expands rural consumption." A person from the Market Construction Office of the Provincial Department of Commerce told reporters that the first batch of demonstration counties will be based on counties or prefecture-level cities with a total population of less than 2 million, and will be declared by local voluntary organizations.
The plan is clear: within three years, under the overall planning at the provincial level, we will create a number of model counties with typical leading role, and strive to make breakthroughs in relevant policies and institutional mechanisms. Among them, all kinds of circulation enterprises and e-commerce enterprises in the demonstration county widely participate in the development of various forms of e-commerce, online shopping and online sales are growing rapidly, and the commercialization rate of agricultural products has increased significantly. On the existing basis, the average annual growth of e-commerce transaction volume is not less than 30%. The proportion of retail sales of local consumer goods has increased significantly, the logistics cost of e-commerce has gradually declined, and the level of modernization of rural circulation has improved significantly.
Building an ecological chain of rural e-commerce
The plan proposes that pilot counties and cities will rely on supply and marketing cooperatives, postal services, rural network service networks, backbone circulation enterprises and e-commerce enterprises to build a rural e-commerce support service system around the comprehensive service needs of industrial products to the countryside, agricultural products to cities and rural e-commerce development, support e-commerce enterprises to land in rural areas, circulation enterprises to develop e-commerce, and cultivate rural e-commerce enterprises. We will give full play to the comprehensive service functions of e-commerce and speed up the development of e-commerce ecological chains with the coordinated development of electronic transactions, online shopping, online payment, express delivery and so on.
According to reports, in addition to improving the provincial e-commerce service platform and perfecting the county rural e-commerce service system, our province will also make full use of the existing resources such as rural circulation and supply and marketing outlets, township post offices, villagers' service centers, and rural youth entrepreneurship bases to support supply and marketing, postal, e-commerce, circulation and home appliance maintenance enterprises to build e-commerce terminal service networks. To provide online purchasing, product sales and distribution services for rural residents, and actively expand financial, communications, consulting, tourism, health pension and other services.
In addition to expanding the format of terminal services, according to the plan, our province will also make full use of the existing network information resources, improve the application field of rural e-commerce, and support social youth and university graduates to set up e-commerce enterprises or carry out network sales; expand the sales channels of agricultural products to promote the organization and standardization of agricultural production. At the same time, we should integrate various training resources for "agriculture, rural areas and farmers", improve the knowledge and ability of grass-roots governments, agricultural production enterprises, rural professional cooperative organizations and farmers in the use and application of e-commerce, and train rural e-commerce practitioners through various channels. improve the skills and skills of using e-commerce, and promote the expansion of online shopping and the development of rural e-commerce.
Improve the construction of logistics and integrity system
"the popularity of the Internet in rural areas has solved the problem of selling agricultural products, but in fact, it is not just these. Only by solving the problem of sending and receiving, can we realize the real sense of e-commerce entering the village." Liu Xiaoyun, head of the e-commerce department of Anhui University Business School, believes that promoting the development of rural e-commerce is inseparable from a sound logistics service system. Therefore, the plan proposes that our province will combine the construction of new urbanization, make use of the existing rural commodity circulation service system, and give full play to the functions of township trade centers, distribution centers and rural finance, postal, telecommunications, supply and marketing, home appliance maintenance and other services. establish and improve the logistics distribution support service system that adapts to the development of rural e-commerce. We will improve the comprehensive logistics information service platform for rural areas and promote the development of third-party distribution and joint distribution in rural areas.
In order to achieve this goal, our province will encourage backbone circulation enterprises, trade and logistics enterprises, supply and marketing cooperatives, post and other enterprises to make use of and enhance the existing network facilities, and vigorously develop third-party distribution and joint distribution. take the initiative to serve the needs of rural e-commerce development, depending on its effectiveness to improve rural comprehensive logistics information services, logistics distribution system new equipment and other fixed assets investment to a certain extent.
Honesty is the top priority in the development of rural e-commerce. It is understood that our province will actively explore and gradually establish an integrity system consistent with the development level of rural e-commerce. Encourage and make use of the Internet of things technology to strengthen the source supervision of agricultural products to ensure the quality and safety of agricultural products in e-commerce transactions; actively explore and establish an e-commerce commodity transaction traceability system of "traceability, verifiability, risk control and accountability" to meet the needs of the development of e-commerce. Vigorously promote the application of item codes and enterprise codes, and gradually build an e-commerce integrity system based on organizational codes and globally uniformly identified item codes.
