1. Speed up the policy of citizenization of agricultural transfer population

The third Plenary session of the 18th CPC Central Committee clearly proposed to promote the citizenization of the agricultural transfer population and gradually turn the qualified agricultural transfer population into urban residents. Policy measures mainly include three aspects: the first is to speed up the reform of the household registration system. The second is to expand the coverage of basic public services in cities and towns. The third is to protect the legitimate rights and interests of the agricultural transferred population in rural areas.

2. Supporting policies for the construction of experimental areas for rural reform

The work in the rural reform pilot areas in 2015 will focus on launching the second batch of rural reform pilot areas and pilot projects, organizing a work exchange meeting in the rural reform pilot areas, and completing the mid-term evaluation of the reform pilot projects.

3. Supporting policy for the construction of national modern agricultural demonstration zone

A reward of about 10 million yuan will be given to the pilot demonstration areas for agricultural reform and construction. We will strive to ensure that the loan balance of the China Development Bank and the Agricultural Development Bank of China for the construction of the demonstration zone this year will not be less than 30 billion yuan.

4. Agricultural standardization production support policy

The central government continued to allocate 23.4 million yuan to subsidize agricultural standardization demonstration work, and throughout the country, 44 agricultural standardization demonstration counties were established relying on the counties (districts) with high concentration of "three gardens and two markets" and "three grades and one standard".

5. Supporting policy for the construction of traceability system of agricultural products

With the approval of the National Development and Reform Commission, the construction of agricultural product quality and safety traceability system has been formally incorporated into the National Agricultural products quality and Safety Inspection system Construction Plan (2011-2015), with a total investment of 49.85 million yuan. It is specially used for the construction of the national agricultural product quality and safety traceability management information platform and the unified development of the national agricultural product quality and safety traceability management information system.

6. The policy of developing new rural cooperative financial organizations

In 2015, the state will cultivate and develop rural cooperative finance on the basis of democratic, standardized and dynamic farmers' cooperatives and supply and marketing cooperatives, select some areas to carry out pilot credit cooperation among farmers' cooperatives, and enrich the types of financial institutions in rural areas. The state will promote the development of community-based mutual fund organizations in rural areas. These organizations must adhere to the principles of membership system and closeness, and insist on not absorbing, saving, lending or paying fixed returns. The state will also further improve the management system of the new rural cooperative financial organizations, clarify the regulatory responsibilities of local governments, and encourage local governments to establish risk compensation funds to effectively prevent financial risks.

7. Policy to support the development of farmers' cooperatives

In 2015, in addition to continuing to implement the existing support policies, the Ministry of Agriculture will, in accordance with the unified arrangements and requirements of the central authorities, cooperate with relevant departments to select cooperatives with a solid industrial foundation, large operation scale, strong driving ability and good credit record. we will steadily carry out pilot credit cooperation in accordance with the principles of being limited to members, used for industrial development, non-stock absorption, non-dividend dividend, and controllable risk.

8. Policy to support the development of family farms

Promote the implementation of agriculture-related construction projects, financial subsidies, tax concessions, credit support, mortgage guarantee, agricultural insurance, facility land and other related policies to help solve the difficulties and problems encountered in the development of family farms.

9. Support policy for initial processing of agricultural products

In 2015, we will continue to organize and implement subsidies for the initial processing of agricultural products in producing areas, and implement national unified quota subsidies in accordance with the standard of no more than 30% of the average construction cost of individual facilities.

10. Subsidy policy of soil testing and formula fertilization

In 2015, the central government allocated 700 million yuan for soil testing and formula fertilization. In 2015, the popularizing area of crop soil testing formula fertilization technology reached 1.4 billion mu, and the area of grain crop formula fertilization reached more than 700 million mu free of charge to provide 190 million farmers with soil testing formula fertilization guidance services, and strive to achieve cost savings per mu and increase efficiency of more than 30 yuan per mu.

11. Subsidy policy for the promotion of soil organic matter

In 2015, the central government allocated a special fund of 800 million yuan to continue to promote the techniques of straw returning to field rot, green manure planting and soybean rhizobium inoculation in suitable areas. 13. The policy of increasing subsidies to grain and other important agricultural products, new agricultural operators and major producing areas

The state will increase support for new types of agricultural operators, such as large professional households, family farms and farmers' cooperatives, and implement a policy of tilting new subsidies to large professional households, family farms and farmers' cooperatives.

14. Direct subsidy policy for growing grain

The central government will continue to provide direct subsidies to grain farmers, and the subsidy funds will be required in principle to be distributed to farmers engaged in grain production, which shall be determined by the people's governments at the provincial level in the light of the actual situation. In January 2014, the central government allocated 15.1 billion yuan of direct subsidy funds for grain planting in 2015 to all provinces (autonomous regions and municipalities).

15. Improved seed subsidy policy

Wheat, corn, soybean, rape, highland barley subsidy 10 yuan per mu. Among them, 15 yuan for improved wheat varieties in * * areas, 15 yuan for rice and cotton per mu, 100 yuan for first-and second-class potatoes per mu, 50 yuan for peanut breeding and 10 yuan per mu for field production.

16. The policy of raising the minimum purchase price of wheat and rice

The minimum purchase prices of early indica rice (third grade), middle and late indica rice and japonica rice were raised to 135 yuan, 138 yuan and 155 yuan per 50 kg, respectively, 3 yuan, 3 yuan and 5 yuan higher than in 2013. The price increases are 2.3%, 2.2% and 3.3% respectively. In 2015, we will continue to implement the policy of temporary collection and storage of corn, rapeseed and sugar.

17. Further promote the support policy for the establishment of high yield of grain, cotton, oil and sugar

In 2013, the central government allocated a special fund of 2 billion yuan to build 12500 10,000 mu demonstration films across the country, and selected 5 cities (prefectures), 81 counties (cities) and 600 townships (towns) to carry out pilot projects to promote high-yield construction. In 2015, the state will continue to allocate 2 billion yuan of special funds to support the pilot project of creating a high yield of grain, cotton, oil and sugar and promoting the overall organizational system. on this basis, we will tackle key problems of grain production, integrate and promote regional and standardized high-yield and high-efficiency technology models, and radiation will drive a balanced increase in regional production.

18. Incentive policy for major grain (oil) producing counties

The reward standard for conventional grain-producing counties is 5 million-80 million yuan, and the incentive funds, as general transfer payments, are used by the people's governments at the county level as a whole, and the incentive funds for super grain-producing counties are used to support grain production and industrial development. While rewarding major grain-producing counties, the central finance gives special incentives to the top five super grain-producing provinces in the 13 major grain-producing areas, while the rest are given appropriate rewards, and the incentive funds are used by provincial finance to support the province's grain production and industrial development.
