2 billion of the central government supports 200 rural e-commerce demonstration counties across the country, with a subsidy of 10 million per county

The Ministry of Finance and the Ministry of Commerce announced on July 14: a list of 200 demonstration counties for comprehensive demonstration of e-commerce in rural areas in 2015, and the central finance plans to allocate 2 billion special funds for counterpart support to develop local rural e-commerce.

I. Policy requirements

According to the arrangement, the 2 billion special funds in 2015 will fully support the development of rural e-commerce in the central and western regions, especially in the old revolutionary base areas, and the use of funds will focus on the construction of logistics and distribution systems at the county, township and village levels. It is hoped that through the guidance and encouragement of financial funds, more enterprises and social capital will enter the development of rural e-commerce and cultivate the ecological environment of rural e-commerce.

Second, the amount of support funds: 10 million yuan will be allocated to each county.

Of the 200 newly announced demonstration counties, the central and western counties account for 82.5%, and poor counties account for more than 43.5%. The old revolutionary base areas such as southern Jiangxi, eastern Guizhou, Longnan and northern Shaanxi are on the list. This is a measure to give priority to the central and western provinces and the old revolutionary base areas. 10 million yuan will be allocated to each county in the pilot project, and the demonstration counties that meet the requirements will be supported for another year in 2016.

III. Requirements for the use of funds: special funds will be standardized to be used in three aspects

First, establish a perfect county, township and village logistics distribution system.

Second, it is used to support the construction and transformation of county e-commerce public service centers and village-level e-commerce service stations.

Third, it is used to support rural e-commerce training.

The list of comprehensive demonstration counties in rural areas selected by local governments through competitive means is now published. Invite all kinds of enterprises and individuals such as e-commerce, logistics, commerce, postal service, supply and marketing, finance and so on to actively participate in rural e-commerce work. At the same time, all sectors of the community are welcome to supervise and put forward valuable suggestions.
