Original title: Shenzhen spends 50 million yuan to build a defense line for vegetable basket testing.

1000 screening sites for edible agricultural products will be completed by the end of 2017, and the first screening pilot will be set at Haijinxing.

The staff carries on the sampling, records the information on the spot to make the sample and seal.

There is such a joke on the Internet: "the Chinese have completed chemical literacy in food." From rice, we know paraffin; from pork, we know clenbuterol; from Salted Duck Egg, we know Sudan red; from Tremella, we know sulfur; from milk powder, we know melamine. "

This joke reveals the embarrassing current situation of food safety in China. These chemicals, which are not related to food, actually appear in the food of ordinary people, endangering everyone's health.

To keep these chemicals out of citizens' baskets, it is not enough to rely on traditional laboratory testing. Therefore, the establishment of a large number of rapid, convenient, accurate and sensitive rapid screening points for the safety and quality of edible agricultural products has become a necessary guarantee.

The Shenzhen Municipal Government has taken the lead in launching the "quality and Safety Assurance Project for Edible Agricultural products" across the country, of which one of the most critical tasks is to establish 1000 rapid screening points for the quality and safety of edible agricultural products by the end of 2017. build a test line of defense.

Words are but wind, but seeing is believing. Recently, the author went to Haijixing International Agricultural products Logistics Park, the first pilot project for rapid screening of the quality and safety of edible agricultural products in Shenzhen, and conducted an on-the-spot visit to reveal how to screen out the safety of vegetable baskets.

Direct attack on the spot

Sift out organophosphorus in 16 minutes

The biggest risk factor of vegetables and fruits to consumers is pesticide residues. According to the National Standard for Food Safety issued by the Ministry of Agriculture and the Ministry of Health, the residue limits of 322 pesticides in 10 categories of agricultural products and food reached 2293.

The traditional method of quantitative detection of pesticide residues has high cost and long time, and it takes at least 24 hours to get the results.

When people buy vegetables, they often want to be fresh. By the time the test results were unqualified, the food had already been in the stomach, and it was too late to recall.

Rapid screening of high-risk projects can quickly and effectively identify unqualified agricultural products and destroy them immediately.

The author noticed in the fast screening laboratory of Haiji Star market that the results of rapid pesticide residue detection can be obtained in 16 minutes at the earliest.

This technique uses an acetylcholinase inhibition method to detect the two main types of fruit and vegetable pesticides used in the market: organophosphorus and carbamate. Because this technology is fast, sensitive, easy to operate and low cost, it is listed as the national recommended standard method, and it is also the most mature and widely used rapid detection technology.

After the vegetable samples taken at the scene were sealed and stored by law enforcement officers, they were sent to the fast screening laboratory of Haiji Star Market and handed over to two testers for rapid screening of pesticide residues in the samples.

The tester, Lao Pan, first put the sample into the ultrasonic instrument and shook it for 3 minutes to make the pesticide more fully fused. Then he dripped the sample onto the test paper, closed the lid and waited for 10 minutes. Finally, he opened the lid and placed it for 3 minutes, waiting for the color to appear.

"if the test paper turns blue or light blue, it will be qualified. If it turns white, the overall pesticide is excessive and unqualified. " Lao Pan believes that fast screening is the most effective, although there is no comprehensive quantitative testing, but the victory lies in speed! If the product is not up to standard after 16 minutes, the product can be confiscated or destroyed immediately to prevent circulation.

The staff of the Agricultural products Supervision and Administration Office of Shenzhen Food and Drug Administration told me that in the next three years, Shenzhen will build 1000 rapid screening points in 400 farmers' markets, 600 large supermarkets and agricultural product distribution units. rapid screening for harmful residues in planting products, livestock and poultry products and aquatic products.

1000 test points "sift" what?

Planting products

Organophosphorus and carbamate are two kinds of pesticides.

Livestock and poultry products

Growth promoters and veterinary drugs for livestock and poultry such as clenbuterol.

Aquatic Products

Malachite green, nitrofuran and other fungicides.

Pilot results

Preliminary establishment of fast screening model

The wholesale volume of Haiji Star International Agricultural products Logistics Park accounts for 60% to 80% of the total consumption in Shenzhen. This means that Haijixing, the largest "vegetable basket" in Shenzhen, is the leader in the safety supervision of edible agricultural products.

Therefore, setting the first screening pilot in Heidi Star can effectively explore the regulatory model and accumulate replicable regulatory experience for the future 1000 screening points.

"it is only this year that the agricultural products supervision departments of the bureaus under their jurisdiction were established, and the supervision and control of the quality of edible agricultural products is relatively weak." The author learned from the Agricultural products Supervision Office of the Food and Drug Administration that through the pilot work of Haiji Star, the work responsibilities of various departments were clarified, the supervision objects, varieties and working methods of edible agricultural products were clarified, the working relationship between administrative law enforcement units and technical testing institutions was straightened out, and the daily work model of quality supervision of edible agricultural products in Shenzhen was initially established.

This pilot work has also improved the supervision ability of grass-roots law enforcement personnel, familiar with the filling of various law enforcement forms, the production of on-site transcripts and the collection of relevant evidence, and understand "who, what, and how to manage." At the same time, it also improves the efficiency of on-site sampling in technical inspection units.

Expose the problem

Three loopholes need to be repaired.

A month of pilot work has also exposed three major loopholes in the supervision of edible agricultural products, such as unclear sources of agricultural products, time-consuming on-site sample preparation and obstacles to law enforcement.

At the time of sampling inspection, more than 90% of the operating stalls cannot provide purchase tickets, and the purchase tickets provided by a few stalls are only simple records of different handwritten formats, different items, and incomplete contents. Can not provide a standard name of edible agricultural products, quantity, purchase date and supplier name, address, contact information and so on.

The system of asking for certificates and tickets is difficult to implement, which will have a serious impact on the traceability of agricultural products and the investigation and handling of substandard agricultural products. The staff of the Agricultural products Regulatory Office of the Food and Drug Administration gave the author an analogy: cowpeas from a certain province and city exceeded the standard, or cantaloupes from a certain province and city were at high risk and often failed, so the sampling inspection could be carried out specifically according to the origin, and there was no need to waste time sampling cowpeas and cantaloupes from all producing areas.

Second, sampling edible agricultural products sounds very simple, but it takes a long time to implement. According to the author's on-site timing, the longest fruit sampling takes a full hour.

Objectively speaking, the reason is that the on-site sample preparation conditions are not perfect and the sampling tools are too simple, which affects the sampling work and work efficiency.

According to the feedback of the Agricultural products Supervision Office, the current stalls do not have water, electricity and corresponding facilities, which is not conducive to sample preparation and cleaning.

Finally, the resistance of merchants is not uncommon, which makes the future sampling and law enforcement work need to be gradually standardized. In the process of sampling, a fruit seller kept complaining, "Why did you hit us?" Why don't you spank others? " Although the sampling of law enforcement officers is randomly determined according to the market stalls, it is still necessary to patiently explain the sampling work to her over and over again.
