Recently, the Crop Production Management Department of the Ministry of Agriculture revealed to the outside world that there is a timetable for the comprehensive delisting of highly toxic pesticides in China:

Phase out methyl bromide and endosulfan by 2019. According to relevant international conventions, methyl bromide soil fumigation shall be used until December 31, 2018; endosulfan shall be exempted from special use for controlling cotton bollworm and tobacco budworm until March 26, 2019; an announcement shall be issued before the end of 2016 to cancel the registration of methyl bromide and endosulfan pesticides from January 1, 2017; and the use of methyl bromide and endosulfan in agricultural production shall be prohibited from January 1, 2019.

Prohibition of aldicarb, carbofuran, phorate, methifos-methyl, omethoate and isocarbophos by 2020 According to the results of pesticide use risk monitoring and assessment, it is planned to cancel the registration of the above six highly toxic pesticides in 2018 and ban their use in 2020.

By the end of 2020, except for agricultural production, other highly toxic pesticides shall be eliminated.

In the process of elimination, we will continue to promote the pilot operation of highly toxic pesticides at designated points, and all pesticide products will be marked with electronic information bar codes to facilitate monitoring and traceability. At the same time, revise the Regulations on Pesticide Management as soon as possible, improve the administration of pesticide registration and approval, and carry out pesticide registration for small crops.

After decades of development, although China's pesticide industry has developed into a major pesticide producer and exporter in the world, there is still a big gap compared with developed countries: firstly, some highly toxic pesticides are still produced and used; secondly, the proportion of old varieties is too large. Therefore, the supervision of highly toxic pesticides has always been the focus of pesticide management in China. Since the early 1980s, China has eliminated 33 highly toxic and highly toxic pesticides such as HCH, DDT and methamidophos, and now 22 highly toxic and highly toxic pesticides (classified by toxicity of technical pesticides) are registered for use. According to the clear requirements of the Food Safety Law implemented on October 1, the Ministry of Agriculture has formulated a preliminary work plan to speed up the elimination of highly toxic, highly toxic and highly residual pesticides in a scientific, orderly and phased manner on the basis of full demonstration.
