It was November 2014, and Laping Village, which had just been appraised as a demonstration village for collective economic development, received a financial allocation of 900000 yuan from the Provincial Department of Finance. The result of the discussion among the members of the village committee is to use this money to transfer 40 mu of land in Laping Village to build a flower greenhouse to grow African chrysanthemum. In fact, Laping Village has a successful example of choosing this industry for reference. As early as 2012, as a result of the construction of the industrial park, two expropriated flower farmers in Dongfeng Town moved their flower sheds to Laping Village and built 100 gerbera sheds by transferring 40 mu of land to local villagers.

Du Yingsheng asked them about income-1500 African chrysanthemum seedlings could be planted in a greenhouse, each with about 35 flowers. In the past two years, the average wholesale price of African chrysanthemum is 40 cents each. According to the calculation, the annual output value of an African chrysanthemum greenhouse is about 20,000 yuan, and three such greenhouses can be built on one mu of land.

For local farmers who are used to growing rice and vegetables, this is a surprisingly profitable industry. The trouble is that the development of flower greenhouse industry has a high upfront investment cost, including buying flowers and seedlings in Kunming, building a greenhouse, digging drains and so on. These 100 African chrysanthemum greenhouses will be built with an initial investment of at least 1.2 million yuan.

For Laping Village, apart from the 900000 yuan of support funds allocated by the Provincial Department of Finance, the remaining 300000 yuan was lost for the time being. As a result, du Yingsheng first thought of the pollution-free vegetable association in the village.

Twelve years ago, in order to shake off poverty and become rich, Laping Village encouraged villagers to develop vegetable planting industry. It was at that time that the pollution-free vegetable Association was established to unite with vegetable growers in the village, unify vegetable sales prices and open up external sales channels.

More than a decade later, although the vegetable planting industry in Laping Village is gradually declining, more than 50 members of the vegetable Association have become an important force with financial and networking advantages.

Mobilize their enthusiasm, let them raise the remaining 300000 yuan of development funds in the form of equity participation, and become the original idea of the members of the village party committee. In November 2014, a general meeting of all the members of the pollution-free vegetable Association in Laping Village was held against this background.

But unexpectedly, there was the scene of the beginning. Of the more than 50 participating members, more than a dozen left on the spot. " Du Yingsheng said: it is not that people do not know that growing African chrysanthemum can make a lot of money, but they just do not agree with the idea put forward by the village committee that the members should subscribe to the shares and pay dividends at the end of the year, and that after they have accepted the funds, they should contract the 100 greenhouses built to the members and hand over some of the profits to the village collective every year. In this regard, du Yingsheng also refused to do it. "naturally, the main body of the village collective economy must be the village collective, and contracting to individuals would go against the original intention of collective economic development."

As the problem of stock fund subscription could not be solved at the meeting, du Yingsheng had no choice but to announce that interested members must complete the subscription before December 30 of the current year, and will not handle it if it is overdue. As a result, the prescribed time limit has passed and 300000 yuan of development funds are still unsettled.

However, the development of the industry will not wait for people, and the coming warm spring, which is suitable for flower cultivation, also urges the members of the Laping village committee to find a solution to the shortage of funds as soon as possible. One emergency solution is that 10 members of the village committee of Laping village took the lead in raising 200000 yuan, and the village collectively borrowed 80, 000 yuan from Xiaba town credit cooperatives.

After some twists and turns, the 100th flower greenhouse in Laping village was finally built in January this year. In April, the first batch of African chrysanthemum seedlings were successfully planted; in mid-July, the first African chrysanthemum grew; in November, the village earned nearly 160000 yuan by selling African chrysanthemums. According to this momentum, du Yingsheng estimates that all costs can be recovered by the end of next year. At that time, the surplus money will be used to develop village-level public welfare undertakings. It includes the maintenance of the 11-kilometer-long Laping irrigation ditch and the hardening of series roads among 13 village groups.

It is worth mentioning that recently, three villagers have found members of the village committee team, hoping to apply for loans from town credit cooperatives to build flower sheds through their help. "this is also the direction of Laping Village's efforts after the development of the collective economy, that is to drive more farmers to embark on the road to the development of the flower industry."
