In view of the management of vegetables in facilities, the guidelines require all localities to strictly guard against strong wind, rain and snow disasters, appropriately add pillars in the shed with a weak skeleton, seal the shed, press the greenhouse film, fix the external thermal insulation cover, strictly prevent wind disasters, remove the snow on the greenhouse in time, dredge the drainage ditches in the shed area, strengthen heat storage and heat storage measures, increase heat storage during the day, increase external insulation coverage, and strengthen internal insulation measures. Take emergency measures to replenish temperature, enhance plant stress resistance, spray foliar nutrition, strictly control irrigation, and harvest fruits and vegetables in time.

For the management of vegetables in the open field, the Yangtze River basin should be harvested and listed in time before the cold wave strikes, and the vegetables in the field should be cleared to regulate soil moisture to prevent water accumulation in the field. Try to go on the market as much as possible during the cold wave, and after the cold wave, we should do everything possible to strengthen sunshade coverage, delay the freezing and thawing process, and prevent vegetables from frostbite and loss of commerciality. The hot areas in southwestern China should actively cover against cold, build fences to protect against wind and cold, spread ash to store heat and protect against cold, and cultivate soil to protect against cold.

In order to cope with the strong cooling, rain and snow weather, citrus production should achieve irrigation before freezing in dry orchards, branch reinforcement and ice shaking, ground cover, tree protection, including young tree wrapping protection, plastic film mulching, branch bandaging, trunk cultivation, spraying transpiration inhibitor, smoke and frost prevention, hanging fruit orchard should be harvested or covered with film protection as soon as possible, fruits that have not been harvested should be harvested as soon as possible before the low temperature comes.
