The Ministry of Agriculture issued a circular on comprehensively promoting the "reform work" of the "three subsidies" in agriculture: starting from 2016, the reform of the "three subsidies" in agriculture will be comprehensively promoted nationwide, that is, the "three subsidies" in agriculture will be merged into agricultural support and protection subsidies, and the policy objectives will be adjusted to support the protection of cultivated land and the appropriate scale operation of grain.

1. The advantages of the reform of agricultural "three subsidies"

First, it is conducive to improving the directivity, accuracy and effectiveness of the policy.

Second, it is conducive to promoting the appropriate scale operation of grain.

Third, it is conducive to accelerating the development of rural finance.

According to the circular, starting from 2016, the reform of the "three subsidies" in agriculture will be comprehensively promoted throughout the country, that is, the "three subsidies" in agriculture will be merged into agricultural support and protection subsidies, and the policy objectives will be adjusted to support the protection of cultivated land and the appropriate scale operation of grain.

2. The main contents of the "three subsidies" in agriculture

We will strengthen the protection of cultivated land. In principle, the subsidy funds used for cultivated land fertility protection are farmers who have the right to contract cultivated land.

Subsidy basis: it can be the second round of contracted cultivated land area, tax cultivated land area, confirmed cultivated land area or grain planting area and so on. The specific type of area or which type of area shall be determined by the people's government at the provincial level in the light of the local reality.

Subsidy standard: determined by the local authorities according to the total amount of subsidy funds and the basis of comprehensive calculation. Cultivated land that has been used as animal husbandry farms, woodland, grain fields converted into facility agricultural land, cultivated land for non-agricultural requisition (occupation) and other arable land that have been changed, as well as cultivated land that has been discarded for years and whose area and quality in the occupation-compensation balance do not meet the conditions for cultivation will no longer be subsidized. Encourage various localities to innovate ways and methods, take green ecology as the guidance, improve the level of comprehensive utilization of crop straw, and guide farmers to comprehensively take measures such as returning straw to the field, deep loosening and soil preparation, reducing the amount of chemical fertilizers and pesticides, and applying organic fertilizers, earnestly strengthen the protection of agricultural ecological resources, and conscientiously enhance the soil fertility of cultivated land.

We will promote appropriate scale operation of grain. The subsidy funds for moderate scale operation of grain are in principle based on the scale of 2016, and will be arranged every year from the subsidy funds for agricultural support and protection, and will be adjusted in the same proportion in the following years according to the budget arrangement of agricultural support and protection subsidies. the object of support is tilted to new business entities such as large grain growers, family farms, farmers' cooperatives and agricultural socialized service organizations, reflecting "who produces more grain?" We should give priority to who we support.

suit one's measures to local conditions. All localities should adhere to the principle of adapting measures to local conditions, being simple and easy, and giving consideration to both efficiency and fairness, further optimize the allocation of resources, and improve agricultural productivity, land output rate, and resource utilization rate.

Adjust the mode. We will encourage all localities to innovate new ways of supporting new business entities, and adopt the methods of discount on loans, major technology popularization and service subsidies to support new business entities to develop various forms of grain operation on an appropriate scale, and do not encourage direct cash subsidies to new business entities.

Terms of subsidy. The discount interest on the loan of a new type of business entity may be subsidized at a rate not exceeding 50% of the loan interest. Subsidies for major technology popularization and services may be provided by means of "service first and then subsidy" and providing material and chemical subsidies. It is necessary to speed up the construction of a socialized service system for agriculture, in the aspects of grain production and trusteeship service, integrated prevention and control of diseases and insect pests, resource utilization of agricultural wastes, prevention and control of agricultural non-point source pollution, and so on, actively adopt government purchase services and other ways to support qualified business service organizations to carry out public welfare services, and actively explore ways to quantify the assets formed by financial funds to organization members.

3. Specific requirements of "three subsidies" in agriculture

Strengthen organizational leadership. The overall responsibility for the reform of the "three subsidies" in agriculture shall be borne by the people's governments at the provincial level, and the local financial departments and agricultural departments at all levels shall specifically organize and implement them. It is necessary to establish and improve the working mechanism, clarify the division of responsibilities, closely cooperate with departments, and do a good job in the implementation of work. It is necessary to promptly formulate an implementation plan in the light of the actual conditions of the region, and be sure to distribute the subsidy funds that need to be cashed into the hands of farmers before June 30, so that the peasant masses can be "reassured."

Strengthen the management of funds. The central finance agricultural support and protection subsidy funds are calculated to provincial finance according to the factors such as arable land area, grain output, appropriate scale operation and development, and the subsidy object, subsidy mode and subsidy standard are determined by each province according to the local reality. Those who defraud, defraud, embezzle, misappropriate or misappropriate agricultural support and protection subsidy funds, or illegally distribute subsidy funds should be seriously dealt with in accordance with the law and regulations.

Strengthen supervision and assessment. All provincial financial and agricultural departments should closely follow the reform of the "three subsidies" in agriculture, strengthen information communication, and promptly report major issues to the Ministry of Finance and the Ministry of Agriculture.
