Before graduating from junior high school, Wu Zhengquan went out to Fujian, Guangdong and other places to work and start a business, successively involved in foreign trade operation, leather processing, cosmetics sales and other industries, and accumulated a certain amount of capital and management experience. On weekdays, as long as he has free time, he will pay attention to the development of his hometown through the Internet, television and other media, with the aim of seizing the good policy opportunity to return to his hometown to drive the common people to develop and become rich. By chance, he learned through the Internet that Guizhou was making great efforts to develop high-efficiency agriculture in mountainous areas, and issued a series of preferential policies on agricultural industrial structure adjustment, and secretly made up his mind to return to his hometown to start a business. Taking the opportunity of going home for the Spring Festival, he participated in the "Spring Festival Tea Party for returnees" organized by Chayuan Town, and gained a better understanding of the industrial development plan of Chayuan Town and various policies and measures to encourage migrant workers returning to their hometown to start their own businesses in Jinsha County. In 2013, after a period of visit and inspection, after arranging the management of Guangzhou, he resolutely returned to his hometown to start a business and registered to establish Jinsha Xinshun Agricultural Development Co., Ltd.

Traditional agricultural planting can no longer meet the needs of modern agricultural development, efficient, ecological and high-quality mountain agriculture can change the mode of traditional agricultural development. With his love and worship of peony flowers since childhood and the experience of operating extended peony products, it is found that peony can not only "observe its beauty", but also "make the people rich". So he invited experts to Heze in Shandong, Luoyang in Henan, Tongling in Anhui, Baishan in Hebei and Hanzhong in Shaanxi to inspect the construction of Chinese peony. Through introduction experiments, Fengdan and Ziban, two varieties of oil peony with commercial value for oil development in Heze, Shandong Province, were finally selected for planting.

The development direction and variety have been determined, but how to choose the site? It took him about two months to visit the mountains and rivers of Chayuan Town, and initially selected three points, so he invited experts to conduct a comprehensive laboratory analysis of the soil, climate, and water sources of the three points. finally, the core area of the peony planting base was selected in Maolipo, Shizhong Village, Chayuan Town. The planned area of the base is 8 square kilometers, with a planned area of 16 square kilometers, which is mainly based on the cultivation and intensive processing of improved varieties of oil (medicinal) peony, supplemented by leisure, sightseeing, tourism, vacation, etc., with production and scientific research, popular science training, leisure and entertainment, environmental protection and other functions as one of the characteristic traditional Chinese medicine industry demonstration base, with a planned investment of 380 million yuan.

At present, the construction of the base has started and will be completed and put into production in 2017, adopting the development model of "company + base + peasant household". With the strong coordination and help of the town party committee (government) and the village branch committee, it has transferred 5000 mu of land, planted 3500 mu of peonies, built 500 mu of office houses, 2500 mu of squares, 29.2km of machine tillage roads, 58.4km of production access roads, 29.2km of trunk canals, 73 30 m3 reservoirs of 58.4 km ~ 3 branch canals and 2 irrigation stations (1 irrigation area of 2500 mu). In order to solve the technical problems in the planting process and reduce losses and worries of ordinary people, the company has signed a technical cooperation agreement with Kunming Institute of Botany, Chinese Academy of Sciences. Under the careful cultivation of Wu Zhengquan, the bald Maolipo in the past, whenever the Spring Equinox came in March, the peonies bloomed all over the base, the fragrance was everywhere, and there was a scene of vitality.

At present, the base has more than 60 employees and 12 managers. During the peak period, more than 200 people from more than 50 households can increase their income and become rich. Wu Zhengquan used his hard sweat and selfless fighting spirit in exchange for fruitful results, won the praise and praise of the masses, but also got the recognition of superior leaders. In December 2013, the company won the title of key leading enterprise of agricultural industrialization in Bijie City, and was listed as one of the 100 high-efficiency agricultural demonstration parks by the people's Government of Guizhou Province in 2014.

Wu Zhengquan told reporters that in the next step, we will continue to increase investment in the construction of the base, building a finishing base of 4000 square meters, and supporting the construction of eight ancillary facilities, including an agricultural tourism experience center, a comprehensive service center, an oil (medicinal) peony research and development center, a peony planting resource garden, an oil (medicinal) peony breeding center, and a peony garden hotel. After the full completion of the base, it is estimated that 7.8 million high-quality oil (medicinal) peony seedlings, 7460 tons of oil (medicinal) peony seeds, 12920 tons of peony petals, 12920 tons of peony essential oil, 12920 tons of peony seed oil and 14500 tons of other traditional Chinese medicinal materials will be produced annually, and about 400000 tourists will be received annually. It can achieve a total output value of 604.0432 million yuan and create a profit of 185.6029 million yuan every year. Solving the employment of thousands of people will directly lead to an increase of 20000 yuan per household, 5000 yuan per capita, and 3000 yuan per capita income of farmers in the core area.
