From bringing "translator" into the village to "strong girl" in the village

On August 27, 2015, Tao Manju came to Zhouwan Village for the first time in her new capacity: first Secretary of Zhouwan Village.

In order to implement the central task of "precise poverty alleviation," in August of that year, the Organization Department of the Henan Provincial CPC Committee selected 12332 outstanding cadres to serve as first secretaries of the village and spent two years leading farmers out of poverty and onto the road to prosperity.

However, she received a fatal blow on her first day in the village.

"at that time, I was bent on getting into the role as soon as possible, and on the first day I 'begged' the village cadre to take me into the house to visit." Tao Manzhu brought oil, rice, noodles and other condolences to the poor families to find out about the situation. However, the villager took her by the hand and spoke for a long time, but she didn't understand a word.

To Tao Manfu, the Guangshan dialect in the Dabie Mountains in the south of Henan Province is simply a "foreign language", which makes her feel that she is stationed in the village "abroad."

In order to facilitate communication, the township assigned a follow-up "translator" to Chen Manju.

She told the reporter that at the end of the first day of follow-up, Secretary Tao asked as soon as he walked out the door of his fellow-townsman's house: the old man who just got sick said that he was not tired of eating "oil" three times a day. With an interpreter at home, Tao Manju always feels that there is a distance between him and his fellow villagers. Two weeks later, she conquered the language barrier and finally understood Guangshan dialect.

However, it took Tao Manfu another two months to really integrate into local life.

In the village, Tao Manfu will also chat with his fellow villagers at the top of his voice. "when I first came down, I was not used to talking loudly, so the villagers felt that there was a distance." When she saw the fellow-townsman again and chatted, she did the same, and slowly everyone accepted the first secretary who had no airs. In this way, Tao Manju whispered "soft girl" from the office to become a "strong girl" in the village.

From "refusing to accept the soil and water" of the project, to grasping the key points and adjusting measures to local conditions.

Zhouwan Village has a total of 562 households with a population of 2798. There are 174 poor households and 783 poor people. "especially for families with no labor force, it is very difficult to get out of poverty."

When he first arrived in Zhouwan, Tao Manfu found that some villagers and cadres thought that poverty alleviation was a gift of money, and that they could build roads and houses for Zhouwan.

But Tao Manyi said, "I came to Zhouwan to help the villagers out of poverty, not just to build some infrastructure."

In order to help the villagers get out of poverty quickly, Tao Manzhu looked everywhere for projects and industries.

"at that time, Secretary Tao had every day in his mind how to get rid of poverty. Sometimes everyone is called in in the middle of the night to discuss it. " Zhou Moquan, secretary of the Zhouwan Village branch, said.

But what kind of project? Tao Manzhu also took some detours.

Tao Manfu has been thinking about how to integrate science and technology into poverty alleviation projects in accordance with local conditions, which can not only ensure that villagers will have income in the short term, but also leave industries and continue to "make blood."

Zhouwan Village has jurisdiction over 19 administrative bays and 23 natural bays, each of which basically has an abandoned pond. Tao Manyi came up with the idea of these ponds.

"in the past, the pond was full of fish, but every family divided the fish at the end of the year. No one has cared about these ponds since the 1980s. " Tu Qiming said that the pond is full of garbage and the bottom of the pond is silt, so it is impossible to raise live fish at all.

Tao Manfu hired a professional engineering team to clean up the mud, build guardrails and harden roads. "now six fish ponds have been cleared, and by the end of March, more than 10,000 jin of fish fry have been put into the ponds."

These fish ponds are contracted by villagers, and at the end of the year, contractors, villagers and poor households will share dividends in proportion. "it not only enhances the cohesion of the village, but also gives each poor household a few hundred yuan at the end of the year."

When poverty alleviation meets science and technology, it does not need to be "classy" but makes a big difference in the village.

Fish ponds are only the first industrial project. In order to ensure the short-term income of the villagers, Tao Manzhu and her poverty alleviation team also developed a mulberry sericulture project.

"this year, Zhouwan Village opened up a 125mu mulberry garden, and 130000 mulberry seedlings purchased by the Provincial Department of Science and Technology were given to the villagers free of charge." Pan Xiaodong, the rural center of the Provincial Department of Science and Technology, said that they also asked the Henan sericulture Association to help sort out the mulberry planting technology and management manual, and invited Tian Jiwu, an expert from the provincial agricultural department's economic station, to Zhouwan Village to teach villagers how to plant mulberry trees.

Tao Manzhu said that the annual income of planting mulberry and sericulture is 4000 yuan per mu of wasteland. "We have contacted the purchasers of silkworm cocoons for the villagers. The minimum price for a kilogram of cocoons is 36 yuan." Most of the poor old people in the village can raise silkworms out of poverty.

The rice "indica to japonica" project has also begun. after visiting the village, Song Shizhi, president of Xinyang Academy of Agricultural Sciences, suggested that Zhouwan should change to japonica rice. "not only can the yield be increased, but the price of japonica rice is also higher than that of indica rice."

At night, Tao Manxiu and the reporter strolled along the newly hardened village road in Zhouwan, talking about the efforts made over the past eight months, what else to do in the remaining 16 months of poverty alleviation, and the life track of their group of government cadres from the office to the fields.
