Recently, the Ministry of Agriculture, the Development and Reform Commission, the Central Internet Information Office, the Ministry of Science and Technology, the Ministry of Commerce, the General Administration of quality Supervision, Inspection and Quarantine, the General Administration of Food and Drug Administration, and the Forestry Bureau jointly issued the "Internet + 's three-year Action Plan for Modern Agriculture" (hereinafter referred to as "the Plan").

The Plan sets out the overall goals for the next three years. By 2018, significant progress has been made in the online and digitization of agriculture, the efficiency of management and convenience of services have been basically realized, and intelligent production and networked management have reached a new level. The "digital gap" between urban and rural areas has further narrowed, and a good situation of mass entrepreneurship and innovation has basically taken shape, effectively supporting the significant improvement of the level of agricultural modernization.

Since the reform and opening up, China's rapid economic development has accumulated rich material conditions and technical foundation for agricultural modernization. With the emergence of the "Internet +" action plan, the Internet wave has swept all fields and changed the model of agricultural development. "Internet +" modern agriculture is slowly building up strength.

The reporter learned in the interview that at present, China's "Internet +" modern agriculture has a certain foundation in the fields of production, management, service and management. however, there are still some practical problems, such as unbalanced regional development, non-sharing of data between regions, large spatial differences and so on. At the same time, it is faced with major challenges such as weak agricultural information infrastructure, insufficient research and development of information technology products, unformed sustainable development model, and development environment that needs to be further strengthened.

Development has a "lighthouse"

In accordance with the deployment requirements of the State Council's guidance on actively promoting Action Internet +, the Plan closely revolves around the goal and task of promoting modern agricultural construction and agricultural supply-side structural reform. we will strive to promote the deep integration of modern information technology in agricultural production, operation, management, service and rural economic and social fields, promote the on-line and digitization of agriculture, and vigorously develop intelligent agriculture. We will strengthen the innovation of systems and mechanisms and comprehensively improve the level of agricultural informatization.

"such an action plan is a reference for the place, equivalent to a 'beacon', guiding us forward." Ke Nan, deputy director of the Information Center of the Chongqing Municipal Commission of Agriculture, said in an interview with a reporter from China Science Daily.

According to Wang Xiuhui, deputy general manager of the intelligent agriculture department of Beijing Paide Weiye Science and Technology Development Co., Ltd., which has been engaged in agricultural informatization for nearly a decade, this "plan" is also a new great opportunity for agricultural development.

In the view of experts, the introduction of the "plan" at the present stage will play a very positive and effective role in alleviating the constraints of resources and environment, adjusting the production structure, and improving quality and efficiency. The guidance of the three-year action plan can enable "Internet +" modern agricultural production, operation, management, and services to develop in a coordinated and efficient manner, continue to consolidate the foundation for the stable development of agriculture, and stabilize the situation of continuous improvement in rural areas.

Regional information barrier needs to be broken through

For "Internet +" modern agriculture, especially in the field of "Internet +" production, it is more related to the Internet of things in agriculture, such as the Internet of plants in the field, the Internet of things in horticulture facilities, the Internet of things in livestock and poultry breeding, the Internet of things in aquaculture, and so on.

"the main role of the Internet of things in agriculture is monitoring and decision-making." Li Hongjun, an associate researcher at the Agricultural Resources Research Center of the Institute of Genetics and Developmental Biology of the Chinese Academy of Sciences, said in an interview with the China Science Daily.

He stressed that the spatial and regional differences of farmland in China are particularly large, and the Internet of things in agriculture should be fully combined with land transfer, reduce the pattern of "one household", transfer land to large households, and realize large-scale management. reduce spatial differences, so that the monitoring of the Internet of things is representative.

The top design of the Internet of things is to achieve big data sharing. "all regions must share information and break down regional information barriers in order to form the benefits of big data and play the role of the application of the Internet of things." Li Hongjun said: if we share information about the Internet of things on a large scale, such as diseases and insect pests and animal epidemics, we can better realize big data's mining and discover many regional problems, such as the location, scale and direction of spread of the agricultural epidemic.

In his view, the decision-making of the Internet of things is not universal, and regional particularities and differences should be taken into account, especially the personalized development of decision-making, which should be combined with local characteristics.

For example, Chongqing is a special topography with shallow hills deepening the middle hills. "it is necessary to find an Internet of things production and application model suitable for the hilly areas of Chongqing." Ke Nan said that how to use the Internet of things technology to monitor the special topography of Chongqing, this is their real research direction. To this end, ten new demonstration sites have been built in Chongqing this year, covering chickens, pigs, vegetables, fruits and so on.

Experts point out that data contains great value, and the larger the amount of data, the higher the value of the data. The value of Agricultural big data exists in every link of agricultural production and circulation, which will greatly change the operation system and mode of modern agriculture.

With the support of big data, agricultural production is more accurate and intelligent, the circulation of agricultural products is more orderly, agricultural management decision-making is more scientific, agricultural information services are flexible and convenient, and enhance agricultural and rural information consumption. In the future, Agricultural big data will play a great role in genetic engineering, precision agriculture, environmental monitoring and control, quality and safety of agricultural products, agricultural and rural information services, agricultural insurance and so on.

Some areas are ahead.

After the development in recent years, China's "Internet +" modern agriculture has some good foundations. Some areas have taken the lead and explored their own road of development.

Tianjin is one of the three regional pilot areas of the Internet of things in China determined by the Ministry of Agriculture.

Since the launch of the Tianjin Agricultural Internet of things regional pilot project in April 2013, with the joint promotion of the Ministry of Agriculture, the Chinese Academy of Sciences and the Municipal Commission of Agriculture, remarkable achievements have been made in improving the function of the platform, deepening demonstration applications, building a standard system, carrying out independent innovation, and promoting e-commerce, which has become a powerful measure to promote the rapid upgrading of modern urban agriculture.

According to the research data provided by Wang Wensheng, deputy director of the Institute of Agricultural Information of the Chinese Academy of Agricultural Sciences, agricultural informatization in Ningxia has developed rapidly in recent years, mainly relying on the Ningxia Agricultural Internet of things Engineering and Technology Research Center established by the Ningxia government in 2012.

In 2016, Ningxia agricultural Internet of things demonstration project, Ningxia agricultural product quality and safety traceability and supervision system construction and other projects have been fully launched in Ningxia.

In addition, in the "Internet +" modern agriculture, Heilongjiang Reclamation area has mainly carried out field planting production, agricultural e-commerce, precision operation of agricultural machinery, and so on. It realizes automatic control of temperature and humidity in rice seedling raising greenhouse, automatic ventilation of rolling curtain, and can query temperature and humidity through mobile phone, control ventilation of rolling curtain and so on.

According to Wang Xiuhui, Pai Weiye has been committed to the construction of agricultural and rural informatization, and has carried out the construction of intelligent agriculture in various parts of the country, which integrates government supervision, production management, and information services. "Internet +" modern agricultural production, operation, management, and service in one of the agricultural and rural information construction, has achieved phased results, remarkable application results, and has become a typical local model.
