According to the introduction of the person in charge of Ocean and Fisheries Bureau of Guangdong Province, the informatization construction of the bureau has taken shape, and Guangdong comprehensive information management platform has been built as a whole, centralized management and operation of hardware such as servers have been preliminarily realized, and a unified application display platform with comprehensive conference room as the core has been established. There are 19 various business systems and websites in the Bureau, covering 14 units such as Office, Planning and Finance Department, Political and Law Department, etc. After the construction of the comprehensive information management platform, the system includes five aspects: fishery production management, comprehensive sea area management, remote online monitoring, e-government office and data infrastructure application, and forms a unified login portal to realize unified interface and unified account number, and all business systems can be accessed at one login.

As for the infrastructure supporting the application system, the bureau has built supporting infrastructure such as computer room, network and host storage. The central computer room covers an area of 160 square meters and is constructed in accordance with the national Class II computer room standard to realize unified management, unified planning and overall application of all information equipment in the overall situation.

Guangdong Province Ocean and Fisheries Bureau integrates modern information technology with advanced management concepts, integrates internal and external resources, transforms business processes, traditional management methods and organizational forms, and builds "six systems", namely, sea area dynamic supervision system, fishery safety production communication command system, fishery ship information management system, fishing port information management system, fishing port HD video monitoring system and online service hall system. With the help of the "six systems", the bureau realizes communication interconnection, real-time monitoring and timely early warning. Even in the office, fishing boats in Guangdong fishing ports can be seen and the voices of coastal cities and counties can be heard.

In 2008, the construction of "Communication Command System for Fishery Safety Production in Guangdong Province" was officially launched in this bureau. Subsequently, 1 provincial command center, 14 coastal municipal sub-centers, 42 coastal county-level stations, 15 230 megabit communication base stations and 15 AIS base stations were completed, which can realize fishing boat positioning monitoring, rescue command, collision avoidance navigation, information release, fishing port video monitoring and fishing boat track playback, etc., so as to ensure the safe return of fishing boats to port.

According to statistics, since the fishery safety production communication command system was put into use, the system has successfully rescued more than 280 fishermen in distress and saved more than 100 million yuan of economic losses; through track playback, it assisted maritime investigation and handling of more than 50 fishing vessel collision accidents.

In order to find out the actual situation of fishing boats in Guangdong Province and promote the basic management of fishing boats in a solid manner, in April 2014, Guangdong Province Ocean and Fisheries Bureau decided to take Maoming as a pilot to carry out the survey of marine fishing boats in the whole province, and took the lead in adopting mobile communication and other high-tech means to build "Guangdong Fishery Ship Information Management System" to carry out the survey of marine fishing boats and information entry.

It is understood that the system has the functions of information collection and input, information integrity review, on-site verification, verification information uploading, verification information review, local census work progress supervision, etc., and achieves the trinity of webpage, computer and mobile phone. After on-site verification by smart phone, real-time and on-site uploading of information can be achieved. Up to now, Guangdong has carried out boarding verification and registration of domestic marine fishing vessels one by one, with a verification rate of 96%.

In order to meet the daily management, the HD video surveillance system for fishing ports in Guangdong Province began construction in February 2014. The system mainly carries out real-time monitoring service for 50 fishing ports above Class II in 14 coastal cities of Guangdong Province. Each fishing port is equipped with 2 ball machines and 2 gun engines, basically realizing full coverage of fishing port range. Since the system was put into use in July 2014, the system has played an important role in the daily management of fishing boat access, catch trading, fishing port facilities maintenance, etc., and has also played an important role in the defense of Typhoon Seagull and Typhoon Ramason.

At the same time, the online lobby convenience system has been praised by the public, and its "zero-door" approval process and "three-generation service" have received five-star recognition.

Through the provincial online service hall, applicants only need to upload relevant materials to the Internet to handle, realizing the applicant's "zero-door" approval, changing the phenomenon that applicants have to go back and forth at least twice to handle business in the past. At present, there are 32 items of overall administrative examination and approval items stationed in the provincial online office hall, 18 of which do not need the masses to go to the scene to handle. In addition, in order to solve the situation that some fishermen do not use computers and some remote areas do not have networks, the bureau provides free services for fishermen to "enter, express and receive on behalf of them." Grass-roots offices carry out online application entry and express delivery of paper materials on behalf of fishermen. They accept applications online. After checking their identities, certificates and paper materials, they will directly mail the completed certificates to grass-roots agents and let them reach the hands of the certification masses.
